The Council met in the library in the Eden Prairie High School on
N September 9, 1964 at 8 o•clock p. m.
Present were:
Donald A. Rogers, Mayor James C. Brown, Clerk
Kenneth E. Anderson, Trustee Rolf E. Haugen, Treasurer
Albert L. Bruce, Trustee Edna M. Holmgren, Bookkeeper
Alvin J. Bren, Trustee W. Harlan Perbix, Attorney
Archie Carter, Engineer
ORDER OF BUSINESS:
MINUTES

A motion was made by Alvin Bren and seconded by Kenneth Anderson to approve
the minutes of the August 26th meeting as written.
Motion carried.
VOUCHERS
A motion was made by Kenneth Anderson and seconded by Alvin Bren to approve
vouchers #1754 through #1807 for payment.
Motion carried.
JANKE'S FIRST ADDITION
A motion was made by James Brown and seconded by Kenneth Anderson to res8ind
approval of the final plat of Janke's First Addition as written in the June 30, 1964
minutes.
Motion carried.
A motion was made by Kenneth Anderson and seconded by Alvin Bren to approve
the final plat of Janke•s First Addtion and authorize the Mayor and Clerk to sign.
Motion carried.
KIRK MEADOWS - PRELIMINARY PLAT
A motion was made by Albert Bruce and seconded by Alvin Bren to approve the
preliminary plat of Kirk Meadows.
Motion carried.
DON SEVERTSON - JUNIOR COLLEGE SITE
Mr. Don Severtson appeared with a request for the Mayor to appoint a committee
for a Junior College Site Evaluation. The Mayor appointed Mr. Gordon Englund, f
Mr. Carl and Mr. Robert Ackerman.

SCENIC HEIGHTS - DRAINAGE PROBLEM
Mr. Carter evaluated this situation to the Council. No action was taken
at this time as it is a long range problem.
LEONA ROAD
Mr. Daniel Ondrachek appeared requesting gravel applied on the west end of
Leona Road. Commissioner Stodola was instructed to do so.
KUCERA PROPERTY HEARING - REZONING
A motion was made by Alvin Bren and seconded by Kenneth Anderson to change
th,� rezoning of this property from RA to Rl. There were 4 ayes and 1 nay by
Albert Bruce.
Motion carried.

SCHUTROP PROPERTY - REZONING
A motion was made by Kenneth Anderson and seconded by Al Bren to approve
according to Resolution #86 and instruct Attorney Perbix to draw up an Ordinance.

SUNSET RIDGE - DRAINAGE PROBLEM
4+ A motion was made by Kenneth Anderson and seconded by Alvin Bren to release
"� the hold on building permits in Sunset Ridge subject to the Engineers and Building
Inspectors discretion.
Motion carried.
RESEARCH ROAD - DRAINAGE PROBLEM

A motion was made by Kenneth Anderson and seconded by Alvin Bren to advise
Engineer Carter to check requirements for road and drainage before a building
permit is issued on this road.
Motion carried.
RILEY LAKE BEACH - ORDINANCE
A motion was trade by Albert Bruce and seconded by Alvin Bren to refer to
the Park & Recreation Board for recommendations on playgrounds and public beaches.
Motion carried.
EDENWOOD RIDGE
HERITAGE PARK - FIRST ADDITION - ESCROW MONIES
A motion was made by Kenneth Anderson and seconded by Alvin Bren to release
$865 in escrow monies on Edenwood Ridge leaving a balance of $300 and release
�Q $5,056.50 on Heritage Park First Addition leaving a balance of $600.

GEORGE MARSHALL - CATTLE PASS
Mr. George Marshall appeared requesting a cattle pass on Riley Creek under
Valley View Road. Commissioner Stodola was instructed to eilPrk into the cost
of a culvert and other work necessary for this pass.
EDEN PRAIRIE SAND & GRAVEL CO. - PERMIT
Mr. Cecil Cruse appeared in regard to a gravel permit for,the Sam Glenn pit.
The application and check were received.
A motion was made by Kenneth Anderson and seconded by Alvin Bren to set bond
at $10,000 and issue a permit subject to Attorney Perbix and Engineer Carter's
approval.
Motion carried.
NOTTI NGHAM FOREST - DRAINAGE PROBLEM
Mr. Norman Undestad and several property owners in Nottingram Forest appeared
with a drainage problem.
A motion was made by Kenneth Anderson and seconded by Alvin Bren that Engineer
Carter and Norman Undestad will share the cost of correcting this problem.
Motion carried.
EXCELSIOR FIRE DEPT. - CONTRACT
\. A motion was made by Alvin Bren and seconded by Kenneth Anderson to approve
the fire contract for August 1, 1964 through December 31, 1964 and the one from
January 1, 1965 through December 31, 1965, and authorize the Mayor and Clerk to
sign. The Council rescinds the one dated in the minutes of August 6, 1964.
Motion carried.
RURAL HENNEPIN COUNTY NURSING DISTRICT - RESOLUTION
A motion was made by Kenneth Anderson and seconded by Alvin Bren to approve
the Rural Hennepin County Nursing District Resolution and instruct the Clerk to
sign.
Motion carried.
TOPVIEW ACRES - WATER SYSTEM

Attorney Perbix was instructed to do some research on this matter.
VOTER REGISTRATION
A motion was made by Kenneth Anderson and seconded by Alvin Bren to authorize
the Clerk to hire help for voter registration.
Motion carried.
