HomeMy WebLinkAboutCity Council - 08/11/1964 - Village Meeting cs:; W G August 11, 1964 The Village Council met in room 308 in the Eden Prairie High School on August 11, 1964 at 8 o'clock p. m. Present were: Donald A. Rogers, Mayor James C. Brown, Clerk Kenneth E. Anderson, Trustee Rolf E. Haugen, Treasurer Albert L. Bruce, Trustee Archie Carter, Engineer Alvin J. Bren, Trustee ORDER OF BUSINESS: The meeting was called to order by Mayor Rogers. MINUTES The minutes of the July 29th meeting are to be corrected as follows: BIDS FOR BLACKTOPPING & SEAL COATING This should read "were received" not accepted. RILEY LAKE BEACH PROBLEMS Ct This should read "a fine of up to $100.00". !r^3 �r The minutes of the August 6th meeting were correct as written. T i ,{ A motion was made by Kenneth Anderson and seconded by Alvin Bren to �4 approve minutes as corrected. i Motion carried. �-- VOUCHERS - APPROVAL to t ct �- A motion was made by Kenneth Anderson and seconded by Alvin Bren to o approve vouchers #1706 through #1753 for payment. __j cz z Motion carried. HENNEPIN COUNTY PARK RESERVE Mr. Russell Zachariason and Mr. Cliff French of the Hennepin County Park Reserve appeared before the Council and discussed the Anderson Lake proposed park area. There were some legal questions that had to be resolved before a final decision could be made. HIGHWAY #169-494-COUNTY ROAD 60 INTERCHANGE A motion was made by Kenneth Anderson and seconded by Alvin Bren to accept Mr. Carter's report on this interchange. Motion carried. A motion was made by Albert Bruce and seconded by Alvir, Bren to ask the Village Attorney for his legal opinion on condemning or acquiring land, also ask Midwest Planning & Research, Inc. to submit a report on benefitting prop. erty at the interchange. Motion carried. w August 11. 1964 (Page 2) EDEN PRAIRIE 66 BLACKTOP PROJECT Engineer Carter reported on tests made on area involved. Thirty three test holes showed gravel varied from 0 to 6 inches in thickness for this .22 mile stretch. A motion was made by Kenneth Anderson and seconded by Albert Bruce to accept Plehal Blacktopping, Inc.•s bid of $2,828.50 less $150.00 on Eden Prairie 66 Project 85.36. This is a temporary repair and no additional gravel base is to be used. Motion carried. BELLHURST 1ST ADDITION Mr. Carter reported that streets had been completed to Village standard and recommended release of escrow monies less $200.00 pending receipt of and install- ation of street signs. A motion was made by Alvin Bren and seconded by Kenneth Anderson to release all escrow monies but $200.00 in Bellhurst lst Addition and to release escrow requirements on future building permits in this addition. Motion carried. WILLIAM SCHWARTZE - SCENIC 'HEIGHTS 4 Mr. Schwartze reported a drainage problem on his lot due to grading done by Gebco Builders on the adjoining lot. A motion was made by Alvin Bren and seconded by. Kenneth Anderson to have Engineer Carter check on this problem. Motion carried. MAYOR OLSON - RICHFIELD Mayor Olson appeared representing the Hennepin County League of Municipalities to advise the Council that the league had proposals in the mill for action by the 1964 Legislature and asked for our continuing cooperation in league work. HENRY SCHUTROP - REZONING A motion was made by Kenneth Anderson and seconded by Alvin Bren to set a hearing date for September 9th for a request to rezone this property to SI and C2 and reduce size of R2 by this rezoning. Motion carried. CHANGE OF SEPTEMBER MEETING DATE A motion was made by Alvin Bren and seconded by Albert Bruce to change the f first regular meeting in September to September 9th due to primary election. ""� Motion carried. August 11, 1964 (Page 3) MEETING ATTENDANCE - PLANNING CONSULTANT A request was made by the Zoning & Planning Commission to have the Planning Consultant attend their meetings. It was felt that there were certain problems to be worked out on this matter. A motion was made by Kenneth Anderson and seconded ijy Albert Bruce to hold a joint meeting with the Council and Zon ftg & Planning Commission on August 21, 1964 with Mr. Henks in attendance. Motion carried. STREET NAMES A motion was made by Albert Bruce and seconded by Kenneth Anderson to table the decision on street names until after August 21, 1964. Motion carried. NORTHWESTERN BELL TELEPHONE CO. MR. P. W. RINGGENBERG. AREA MR. A discussion was held on zones, rates and service. They will check complaints on poor service. At the present time they are revaluating the area as to service zones feeling that as zone rates go down subscribers will change to a higher type of service. OFFICE FURNITURE FOR VILLAGE HALL The clerk was instructed to contact P. M. Johnson to get a layout so bids could be worked out and let. BLUFF ROAD Road Commissioner Stodola reported on the condition of this road. It needs gravel and cutting and buildup at County Road $1. He is to check with the County to see if they are going to work on that area of County Road #1 and to cut one area to. improve safety of road and gravel. RIVERVIEW ROAD A motion was made by James Brown and seconded by Kenneth Anderson to change minutes in the July 14th meeting to read 35 miles per hour instead of 30 miles per hour. Motion carried KUCERA PROPERTY - HEARING A motion was made by Albert Bruce and seconded by Kenneth Anderson to adjourn this hearing until September 9, 1964. Motion carried. I August 11, 1964 (Page 4) SEARS LYONS - APELICATION FOR LIQUOR LICENSE - ------- --- - - - -- A motion was made by James Brown to table this application with the other ones. BALLOT BOXES A motion was made by Kenneth Anderson and seconded by Albert Bruce to authorize the Clerk to purchase 6 ballot boxes at $11.25 each. Motion carried. WELL INSPECTOR A motion was made by Albert Bruce and seconded by Kenneth Anderson to have Richard Bren act ar Well Inspector in addition to his duties as Building Inspector. ' Motion carried. JOP VIEW ACRES - WATER SYSTEM A motion was made by Albert Bruce and seconded by James Brown to hire Rieke-Carroll & Associates as Consulting. Engineers for the Village on this matter with the fee to be paid by Wal-Don Builders. There were 4 ayes and 1 abstain. .;a�� ;t.�a,... Motion carried. BUILDING CODE CHAFES Building Inspector Bren reported that there was an area in the building code that he would like to see stren�hened. He was instructed to prepare a report on all areas he felt were too weak so an enabling ordinance covl.d be worked out. The meeting adjourned at 11:05 p- m. Jaines C. Brown, Clerk
