PLANNERS’ REPORT A. ASPIRE 2040 UPDATE PLANNING COMMISSION MINUTES July 9, 2018 Page 2 • Klima presented a PowerPoint and summarized the draft Community Facilities chapter of the Aspire 2040 Plan. Community Facilities provide public gathering spaces and provide support services and public information, contributing to the quality of life in Eden Prairie as well as necessary services. The goal was to provide adequate services and facilities required to protect and maintain the health, safety, and welfare of citizens and visitors and to provide public safety services and facilities necessary for the protection, operation and use of public and private property and investments. The Plan called for the development of strategic partnerships and communication channels to raise awareness of and promote programs and services. Higgins asked for a timing estimate of the renovation at Eden Prairie Library. Klima replied Hennepin County representatives told the City Council some months back the construction would begin late 2018 or early 2019, and was expected to last a year. Bourne presented an overview of the draft Parks and Open Space chapter of the Plan. It aimed to ensure park maintenance, connectivity between them and residents, conservation of natural resources, and public art and education. Existing assets would be expanded and enhanced, with linked trails and native plantings, the integration of public art, and the protection of environmentally sensitive areas in partnership with local, county, and state agencies. DeSanctis asked if there was continuing aeration of the lakes. Bourne replied the City aerates Mitchell, Red Rock, and Round Lakes. The watershed aerates Rice- Marsh. Duck Lake was being monitored. This program could be expanded as needed. DeSanctis asked if Round Lake’s aeration system was based on the visible system of the City Center’s back pond. Bourne replied it was not; Round Lake was aerated a little differently than the other lakes, based on a central bubbler that over-oxygenate it in the fall, then stop the process once ice forms. Pieper asked for an explanation of “Continue to…support private owners who are doing the same” regarding the conversion of turf grass into native planting areas. Bourne listed rebate programs through the Public Works Department and efforts to guide self-motivated residents in best practices and directions that align with other City policies. DeSanctis how the City envisioned connecting parks and residents, particularly elderly or disabled (such as at Elim Shores), and in particular with Round Lake and other highway-encircled green areas that had significant barriers to some residents. Bourne replied such barriers and possible trails would be specifically addressed in the Transportation chapter. Pieper asked if there was a minimal percentage of a capital project in Eden Prairie to invest in PLANNING COMMISSION MINUTES July 9, 2018 Page 3 public art. Preliminary Plat of 3 lots into one lot on 2.98 acres INFORMATIONAL MEETING This item is being reviewed as an informational meeting rather than a public hearing. Due to a change in publication timelines related to the July 4th holiday, the public hearing notices that were sent out for the July 23 meeting provided less notification time than is required by City Code. In order to remedy that situation, this item will be reviewed as an informational item on July 23 and a properly noticed public hearing will be held on August 13. This scheduling will allow the project to remain on track for a potential public hearing before the City Council on August 21 with no change to the overall review timeline. An informational meeting allows the Commission to review the proposed plan, ask questions of staff and/or the applicant, and request any additional information as may be deemed appropriate but no final vote will be requested. The Commission should reserve comments related to positions for support of the request until the properly noticed public hearing on August 13 in order to preserve the integrity of the public process. Any residents that may choose to speak at the July 23 meeting will have their comments carried forward to the August 13 public hearing. BACKGROUND The Comprehensive Guide Plan designates the property for Community Commercial land use. The property is zoned Community Commercial (C-COM). The applicant is requesting that the property be reguided to Industrial. Prior to 2004, the subject properties were guided and zoned for industrial use. In 2004, a request to reguide and rezone the properties for commercial uses Informational Meeting – Abra Auto Body July 18, 2018 Page 2 was approved. Since that time, two commercial development proposals have been approved by the City but neither have been constructed. This application includes a request to revert the guiding and zoning back to Industrial. The draft 2040 land use plan guides this property for Flex Service which supports the proposed use for the site. Surrounding land uses are guided Public, Neighborhood Commercial, Medium Density Residential, Low Density Residential and Industrial. Surrounding properties are zoned Highway Commercial, RM-6.5, R1—13.5, I2, Public and Rural. SITE PLAN The site plan shows the construction and site development of an approximate 18,000 square foot Abra Auto Body building. The overall structure exceeds the building material requirements per façade for 75% Class I and 25% Class II materials. A combination of materials are proposed that include glass, brick, and architectural precast. The architecture of the building includes varied roof lines and building wall deviations. The required landscaping proposed on site is a combination of coniferous, deciduous and ornamental trees dispersed throughout the site. The additional landscaping provided in excess of the City Code requirements includes shrubbery, perennials, and grasses. These landscaping materials will provide a variety of texture and color to the site throughout the year. The proposed tree replacement plan is compliant with City Code. Staff recommends that the landscaping plan be revised prior to City Council review to include landscaping materials in all parking islands (one island does not currently include landscaping materials) and that grasses, shrubs and/or perennials be added along the fencing to soften the visual impact from the right of way and adjacent properties. The plan includes a pedestrian connection to Pioneer Trail to allow connection to the broader community trail system. Currently, there is not a sidewalk or trail to connect to on either side of Pioneer Trail. Because broader pedestrian connections are yet to be determined in this area with roadway reconstruction and future development projects, staff will be recommending that a 10 foot sidewalk easement is provided along Pioneer Trail on the Abra property in order to preserve pedestrian connection opportunities. Staff will continue to work with the applicant to determine the appropriate timeline for construction of the pedestrian connection on the Abra property to Pioneer Trail. The site also provides an access connection to the property to the south currently owned by Metropolitan Airports Commission (MAC) that is zoned Airport-Commercial. Staff is recommending that prior to City Council review that the plan be revised to include a radius for the proposed connection to the MAC property. The property owner will be required to provide a cross access easement for this connection. The cross access agreement will also need to address potential grading on the Abra site during construction of the MAC access. The proposed sign location may be close to the grading limits and radii of the future driveway. The plan complies with the off street parking requirements for the proposed use. The plan, as Informational Meeting – Abra Auto Body July 18, 2018 Page 3 proposed, meets or exceeds applicable City Code requirement. No waivers are being requested for the proposed development. The developer shall continue to coordinate with the City on providing public stormwater management facilities sized for the full width of the future Pioneer Trail reconstruction project adjacent to the property. SUSTAINABILITY FEATURES The proposed development includes several sustainability features listed below: 1. LED parking lot lighting; 2. Bike rack installation; 3. Native plants to reduce irrigation required for the site; 4. Irrigation system that includes rain sensors; 5. LED lighting in offices and shop area; and 6. Building design elements that promote efficiencies such as air curtains and exterior glazing. SIGNS All sign permits will require review and approval through the sign permit process. SITE LIGHTING The photometric plan that is compliant with City Code including the 0.5 footcandle requirement.
