The property is located in the southeast quadrant of Pioneer Trail and Mitchell Road. The applicant is proposing to construct an approximate 11,026 square foot single-story building on the north side of the un-platted 3 acres within the 35 acre parcel. The proposed use is for a daycare facility (`Prestige Daycare') which is a permitted use within the Airport- Commercial zoning district. The proposed building complies with all site plan and architectural design requirements of the City Code. No waivers or variances are being proposed with this project. Staff recommends approval. PUBLIC MEETINGS VI. PUBLIC HEARINGS A. CODE AMENDMENT —BUILDING MATERIALS & ARCHITECTURE Request to: • Amend the City Code Chapter 11 relating to Building Materials and Architecture. PLANNING COMMISSION MINUTES October 24, 2016 Page 2 Klima said the City Staff has had ongoing discussions with the Planning Commission and the City Council regarding the Design Standards initiative. As part of this effort, the City is reviewing various sections of the zoning chapter, including but not limited to, the landscaping and building requirements. Staff has contracted with Hay Dobbs & Associates to help create Design Guidelines to communicate the City's intent and expectations for development requirements associated with development objectives. The primary proposed changes include: • Allows for the use proof of parking subject to conditions; • Provides a purpose statement to the architectural standards section of the Code; • Provides clarifications regarding allowable building materials; and • Establishes architectural requirements such as fagade articulation, roofline variation, and fagade transparency; Other housekeeping changes reflecting current practices and correcting grammatical or typographical errors are also proposed as part of the update. Staff recommendation is for approval. Weber stated he had a few changes in regards to language on page 1, 6-(d) -i. He stated the word "demonstrated" should be changed to "demonstrates". He asked if there should be an "and" or an "or" after the requirements. Klima stated it is for all and there should be an "and" after each statement. Kirk asked in regard to proof of parking, on page 1, 6-(d) is the 15% automatic. Klima stated the code right now does not provide provisions for Proof of Parking and now this change would allow for flexibility and if the request is for more than 15%, the applicant could go through the PUD process. Farr asked under Proof of Parking, subpart iii, Landscaping and structures associated with landscaping, should we have landscaping that is above and beyond the requirements. Klima said that clarification can be added to the code. Farr asked on page 5, under Architectural Standards, is each fagade considered and if so, how is further relief addressed if the fagade is not visible? Klima said staff discussed how that would impact future development and for that reason that is why it is worded the way it is. She pointed out, for example, there may not be a street there now,but in the future there could be and the fagade would become visible. Farr asked on page 6, item 4-(a), in regards to building fagade does it refer to a portion of the building fagade or does it relate to the north, south, east or west side. Klima said the intent is if the fagade is 40 feet in length, it would be expected to have one recess or projection and with a longer building we would expect more. Staff would work with the developer on this to address site specific conditions. Weber said in regards to this paragraph, the word "shall" is used and asked if all elements are considered. Klima stated "shall" should be replaced with "required". Weber asked if the work "and" and a semicolon should be placed at the end of each PLANNING COMMISSION MINUTES October 24, 2016 Page 3 requirement. Klima stated it should have the word "and" and a semicolon. Farr said, in regards to this same paragraph, he would like relief from section A for rear dock walls for industrial buildings. Farr said on page 7, under(d) District Ground Level,he likes the effort to offer a proportion to tall buildings but would not want to constrain the applicant to design just a single level of articulation if it is disproportionate to the fagade in general and giving them the option of one or two would be appropriate. Farr said on page 7, (c) Fagade Transparency, he asked if staff had come up with a definition for Transparency. Klima stated they would come up with a definition. Weber said on page 5, K-1, he would like to propose a change to the language and stated he would like it to read: By the adoption of Architectural Standards, the City intends to promote high quality development through aesthetics and functionality. This section applies to all building facades and exterior walls that are visible to neighboring properties or the public. The standards are intended to encourage creativity and diversity of design and construction so that structures a) endure over time; b) provide visual enhancement to the City, and c) use environmentally sustainable material and patterns. The City's Design Guidelines provide further reference to the intent of the Architectural Standards. Klima stated what Weber is proposing is worded differently but does mean the same as the proposed code change. She advised to include (d) in the code as it is important. Weber agreed to add (d) which is to incorporate design characteristics that improve the site at human-scale. Vice Chair Pieper opened the meeting up for public input. There was no input. MOTION: Weber moved, seconded by Stoltz, to close the public hearing. Motion carried 8-0. MOTION: Weber moved, seconded by Kirk, to recommend approval to amend City Code Chapter 11 relating to Building Materials and Architecture based on the information included in the staff report dated October 20, 2016 as well as the discussion from the Planning Commission. Vice Chair Pieper adjourned the meeting at 7:23 p.m. STAFF REPORT TO: Planning Commission FROM: Angie Perera, Planner I DATE: November 9, 2016 SUBJECT: Prestige Daycare— Site Plan APPLICANT: Shingobee FEE & PROPERTY OWNER: Metropolitan Airports Commission (MAC) LOCATION: 15219 Pioneer Trail 120 DAY REVIEW: January 11, 2017 REQUEST: Site Plan review on 3 acres of un-platted land within the 35 acre parcel of Metropolitan Airports Commission (MAC) owned property BACKGROUND The property is currently owned by the Metropolitan Airports Commission (MAC). The subject property includes 3 acres of land that is not platted but was rezoned to Airport-Commercial in 2014. There is an existing Joint Powers Agreement between the City of Eden Prairie and MAC that includes unrecorded permanent drainage and utility easements for the property. COMPREHENSIVE PLAN & ZONING The Comprehensive Plan designates the entire 35 acre parcel as Airport.The surrounding properties are designated Church/Cemetery to the west,Low and Medium Density Residential to the north, and Airport to the east of the subject property. The 3 acres of un-platted land within the 35 acre parcel is zoned Airport Commercial (A-C) and the remaining 32 acres is zoned Public (P). SITE PLAN REVIEW The property is located in the southeast quadrant of Pioneer Trail and Mitchell Road. The applicant is proposing to construct an approximate 11,026 square foot single-story building on the north side of the un-platted 3 acres within the 35 acre parcel. The proposed use is for a daycare facility ('Prestige Daycare') which is a permitted use within the Airport Commercial zoning district. The proposed building complies with the setbacks,base area,and floor area ratio requirements of the City Code. PARKING,ACCESS, DRAINAGE, & UTILITIES The property will be accessed off of Mitchell Road through a private driveway,which is located on Staff Report—Prestige Daycare November 9, 2016 Page 2 of 3 the south side of the property.The south side of the site includes a proposed storm water infiltration basin and a parking lot, with the 56 required parking stalls. The site was previously mass graded in approximately 2011 for development with the construction of the Flying Clouds Drive Ball Fields Phase 2, including an infiltration basin and pipe outlet. Utility connections for the site will occur primarily on the west side of the property with appropriate easements depicted. ARCHITECTURAL DESIGN The proposed exterior building materials and architecture meet and exceed the requirements of the City Code. Mechanical equipment will be included on the roof and will be screened. Decorative dormer features are also proposed on the building and help create harmony and balance with the architecture and screening for the rooftop mechanical equipment. LANDSCAPE PLAN The landscape plan includes various deciduous and coniferous trees as well as shrubs and perennials around the perimeter of the property and landscape within the parking lot medians. Additional landscape is also proposed on the west side of the parking lot,providing year-round screening along Mitchell Road.The proposed landscape plan meets or exceeds the minimum City Code requirements and includes the required 69 caliper inches of trees. LIGHTING & SIGNS Free standing lights are proposed within the parking lot and on the east side of the access drive aisle into the site. The proposed lighting complies with the lighting and glare requirements of the City Code. A separate sign permit application will be required to be submitted to city staff for review and must be consistent with the requirements of the City Code. SIDEWALKS, TRAILS, & OTHER IMPROVEMENTS Other improvements proposed with this project include a proposed bike rack and concrete sidewalk on the south side of the building. The sidewalk will extend to the west side of the property and connect to an existing bituminous trail, providing pedestrian connectivity to the site. A detached trash enclosure is also proposed in the north east corner of the parking lot and it will be covered and enclosed and the building materials will match the proposed daycare facility building. AIRCRAFT NOISE & AIRSPACE The applicant has indicated that development is approximately 0.5 miles from the end of a primary runway and receives routine day and night aircraft activity. MAC requested confirmation that the Staff Report—Prestige Daycare November 9, 2016 Page 3 of 3 developer is aware of the location and the related aircraft operations and recommends appropriate attenuation construction practices on the proposed structure. It has been determined that the project site is not in a direct noise zone and both the developer and proposed user have identified that attenuation construction practices are not desired and will not be implemented with the proposed development of the site. Due to proximity to Flying Cloud Airport, an FAA aeronautical study is required for proposed permanent structures, like buildings,light poles, and temporary construction equipment. Initial submittal to the FAA has indicated that further review of all structures will be required. Results will be submitted to the City and MAC. STAFF RECOMMENDATION The building and site meets or exceeds all site plan and architectural design requirements of the City Code. No waivers or variances are being proposed with this project. Recommend approval of the following request: • Site Plan review on 3 acres of un-platted land within the 35 acre parcel of Metropolitan Airports Commission (MAC) owned property. The recommendation is based on the revised plans dated 10/24/16, prepared by Westwood Professional Services,Inc. and received by the City and stamp dated 10/26/16,the Staff Report dated 11/09/16, and upon the following conditions: CONDITIONS 1. The applicant shall be required to obtain required permits from the City of Eden Prairie,the Riley Purgatory Bluff Creek Watershed District,the Metropolitan Airports Commission,the Federal Aviation Administration, and all other appropriate agencies. 2. All required drainage and utility easements shall be required to be prior to building permit issuance. 3. All new signs shall comply with City Code Chapter 11.70 and require a separate sign permit application. 4. A landscape/surety bond shall be required prior to building permit issuance consistent with that portion of City Code Chapter 11,Section 11.03,Subdivision 3,G.entitled Screening and Landscaping prior to building permit issuance.
