RESOLUTION NO. 735 RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS FOR PHASE I OF RING ROAD PROJECT STR 72-9-26 • WHEREAS, a resolution of the Village Council adopted the 26th day June, 1973, fixed the 11th day of July, 1973 as the date for a public hearing on the following proposed improvement: • Construction of the Major Center Area Ring Road, including grading, concrete curb and gutter, sidewalks, surfacing, lighting, signals, landscaping, turf establishment, bridges, ramps, underpass, storm sewer facilities, miscellaneous sanitary sewer and watermain extensions and appurtenant construction. Project STR 72-9-26. WHEREAS, all property owners whose property is liable to be assessed for the making of this improvement were given ten days' published notice of the Council hearing through two weekly publications of the required notice and the hearing was held and property owners heard on the 11th day of July, 1973. NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF EDEN PRAIRIE: 1. Such improvement as set out in Council Resolution of June 26, 1973 and as above indicated is hereby ordered. 2. The Village Engineer with the assistance of Howard Needles Tannen and Bergendoff, Consulting Engineers, i s hereby authorized and directed to prepare plans and specifications for Phase I of said improvement. Phase I shall include the following construction and appurtenant work on the southerly portion of the Ring Road from U.S. 212-169 on the East to new Valley View Road extended through the Edenvale PUD on the West: A. Four-lane, divided, urban roadway, with full-depth asphalt design per standard Minnesota Highway Department specification. B- Underpass structure and access ramps FAl 494 per design standards of the Federal Bureau of Roads as they may apply. C_ Signalization at T.H. 5, 169 and 494 intersection. Frane, Clerk • ADDENDUM July 10, 1973, Village Council Meeting Bids were received at 11:00 a.m. on Monday, July 9, 1973, for Improvement Contracts 51-252 and 51-253. Council consideration should be as follows: 1. Consideration of Bids on Improvement Contract 51-252, Project SAN 72-7-25. Sanitary sewer extension along T.H. 5 and W. 78th Street. The Low bid was submitted by Irving Lamppa Construction in the amount of$247,589.25. The Consultant Engineer's estimate for the contract was $270,000. (Summary of bids attached to Resolution No. 736) Action: Motion adopting Resolution No. 736 accepting low bid of Irving Lamppa Construction Co. in the amount of$247,589.25 for Improve- ment Contract 51-252. 2. Consideration of Bids on Improvement Contract 51-253, Projects SAN 73-7-05 (I), SAN 73-7-06, and WTR 73-8-07 (I). Sanitary sewer and watermairi estensions along Creek Knoll Road and County Road 1. The low bid was submitted by Northern Contracting Co. in the amount of$212,258.20. The Consultant Engineer's estimate for the contract was $275,000. (Summary of bids attached to Resolution No. 737) Action: Motion adopting Resolution No. 737 accepting low bid of Northern Contracting Co. in the amount of$212,258.20 for Improvement Contract 51-253. 3. Letter from Lower Minnesota Watershed District dated July 6, 1973.(Attached) Action: Refer to Village Manager for review and recommendation. 4. Letter from Benlowe Construction Company dated June 28, 1973. (Attached) Action: Receive and file. 5. Smetana Lake Planning Sector Study Planning Consultant Contrac t with R. V. Maculans for an amount not to exceed$3,000. (Attached) Action: Motion authorizing agreement for Smetana Lake Planning Sector Study Planning Consultant Contract with R. V. Maculans for an amount not to exceed $3,000. 1 RESOLUTION NO. ,I RESOLUTION ACCEPTING BID WHEREAS, pursuant to an advertisement for bids for the fol lowing — improvements: Improvement Contract 51-252, Project SAN 72-7-25 Sanitary Sewer along T.H. 5 and West 78th Street bids were received, opened and tabul ated according to law. Those bids re- ceived are shown on the attached Summery of Bids; and WHEREAS, the Village Engineer recommends award of contract to Irving Lamppa Construction, Aurora, Minnesota as the lowest responsible bidder. NOW, THEREFORE BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF EDEN PRAIRIE: The Mayor and Manager are hereby authorized and directed to enter into a contract with Irving Lamppa Construction Co. of Aarore, Minnesota in the name of the Village of Eden.Prairie for the improve- meents aforesaid according to the plans and specifications theredf approved by the Council and on file in the office of the Village Engineer. Redpath, Mayor, and the Eden Prairie Village Council 8950 Eden Prairie Road Eden Prairie, Minnesota 55343 Gentlemen: On previous occasions, I have written to advise you of funds which are annually budgeted by the district to carry out cooperative projects for the acquisition and development of wildlife and recreational lands within the lower Minnesota River valley. We have concluded some projects; however, due to a delay in a project contemplated by Burnsville and the cancellation of a project proposed by Shakopee, the managers have the potential to enter into cooperative projects with municipalities to carry out the overall plan of the district and can contribute sums in excess of $60,000 toward such a project. This letter is to solicit your interest in such a program and to ascertain whether you have any ongoing projects that are included within the overall plan of the district which can be the subject of a cooperative agreement. These projects can include acquisitions and development of the lands or improvement of the flood plain, lakes and streams of the district. Mpls., Mn. 55419 Village of Eder P-.+rie Council members Dear Sirs; In regards to the letter sent you by Paul Stetn of General Plumbing, we would like to correct the false impression we gave to you about your inspector, Louts • Jeska. When we first arranged for Paul Stein to do plumbing work for us, he expressed reluctance due to the fact that he yas in a bit of a conflict with xthe inspector. The answer I nave him was that I would like to help in any way to resolve this confi.ct. However, I did not imply, or t tendto imply that our name shouldbe used to humiliate6r damage Mr. Jeska;s possition. As time has gone by, and Paul Stein has done some work for us, we have fount that his work is most unsatisfactory. We would therefore like to strengthen Mr. Jeska's possition and authority as plumbing inspector in Dien Prairie.
