ADJOURNMENT CITY OF EDEN PRAIRIE HENNEPIN COUNTY RESOLUTION NO. 89-209 RESOLUTION SUPPORTING FUNDING FOR H.O.M.E. AND SOUTH HENNEPIN HUMAN SERVICES COUNCIL IN 1990 HENNEPIN COUNTY BUDGET WHEREAS, the Hennepin County 1990 proposed budget eliminates funding for the H.O.M.E. program which provides critical service to seniors and handicapped citizens residing in our communities, and WHEREAS, the Hennepin County 1990 proposed budget eliminates all funding for community planning and coordination and citizen participation process to the Human Services Councils including South Hennepin Human Services Council (SHHSC), and WHEREAS, elimination of these funds will significantly impair the funciton of SHHSC which, through a joint powers agreement between Eden Prairie, Bloomington, Edina, and Richfield, is charged with the responsibility of human services planning and coordination between and among these four cities, and WHEREAS, elimination of these funds will totally dissolve the formal process for solicitation of citizen input as to guidelines to determine priorities in area human service funding, and WHEREAS, the South Hennepin Human Services Council has in the past shown itself to play an important and beneficial role in human services development and delivery such as: Emergency Assistance Program Housing Assistance Program Comprehensive Study of Human Services in South Hennepin South Hennepin Family and Childrens Service THEREFORE, be it resolved that the City of Eden Prairie requests that the Hennepin County Commissioners continue to appropriate the level of funding necesssary to maintain the H.O.M.E. program and South Hennepin Human Services Council in 1990. SO WE CAN CONTINUE TO HELP YOU The Hennepin County funding for South Hennepin Human Services Council will be totally cut in 1990, unless supporters from our communities can convince the County Commissioners otherwise. This means that South Hennepin Human Services will no longer be able to: advocate for South Hennepin residents in need of human services seek funding for human services mobilize the resources of caring communities identify, develop prevention & solution strategies for human service issues assure that consumers and other area residents have a voice in decision making through a citizen participation process educate the community about available human services and human service issues plan for meeting future human service needs and we will no longer be able to leverage funds for the: Suburban Hennepin Energy Assistance Program HOME (Household and Outside Maintenance for Elderly) South liennepin Emergency Services Program Suburban Hennepin Affordable Housing Collaborative South Hennepin Community Support Program/Charaka If you feel that... the Council assists the communities to better tneet the human service needs of the people who live here the Council assists residents and consumers to play an essential and important role in defining their own problems and recommending their own solutions the suburban municipalities should have an organizational link with liennepin County for planning and developing human services Hennepin County should continue its support for the Human Services Councils (All of the Suburban and City of Minneapolis Human Service Councils and citizen participation activities have been recommended to he totally cut by the I lennepin County Administrator).
