T h e f i r s t i t e m on the agenda is for staff to provide a brief summary f o r r e s i d e n t s t o i n f o r m them of the items that are presently under considerat i o n f o r t h e 1 9 8 9 B o n d Referendum. This may be repetitive for committee m e m b e r s , b u t w i l l b e n e w information to citizens that are in this process for the f i r s t t i m e . The Mayor will open the public hearing requesting ci t i z e n s t o p r o v i d e t h e i r thoughts or input relating to park and recreation facil i t y n e e d s t h a t s h o u l d be considered on the referendum. Committee members s h o u l d f e e l f r e e t o v o i c e their opinion regarding the items that have already been listed for consideration, or to add to the list with additional p r o j e c t s . Individuals will be asked to come forward to the micro p h o n e , s t a t e t h e i r n a m e and address and any group they represent if, in fact, t h e y a r e r e p r e s e n t i n g a special interest group or a neighborhood prior to ma k i n g t h e r e c o m m e n d a t i o n to the City Council. When everyone that is interested in commenting has h a d a n o p p o r t u n i t y t o speak, staff will then summarize for everyone in the au d i e n c e t h e p r o c e s s t h a t has been approved for determining what items will be on t h e r e f e r e n d u m . Discussed impor t a n t o f c o m m i t t e e m e m b e r s b e i n g a t Council meeting Tuesday, January 31, at 7 P . M . Patti, Carla and Nancy can get a list of hi g h s c h o o l s t u d e n t s 1 8 y e a r s o l d a n d over. We will then proceed to decide how we ca n g e t o u t t h e i r v o t e a n d h a v e t h e i r support with the referendum. We discussed the importance of our whole c o m m i t t e e t o w o r k o n t h e G e t O u t T h e Vote Committee. Respectfully Submitted, Sharon Steiner Recording Secretary MINUTES SPEAKERS COMMITTEE - 1989 PARK BOND REFERENDUM COMMITTEE TUESDAY, JANUARY 24, 1989 This committee will present information to and solicit money from service groups in Eden Prairie. At speakers presentations, there will be staff and Council members present to lend support and help field questions. This committee will also be responsible for speaking to small neighborhood groups. Introductions: Liz Brown Marty Jessen Steve Krause Woody Ginkel Don Breitenstein Jane Anderson Speakers will use slide presentation and video cassettes for in home. Flyers will be sent out to inform groups we will be available to speak at their meeting. MINUTES PUBLIC INFORMATION SUBCOMMITTEE - 1989 BOND REFERENDUM COMMITTEE TUESDAY, JANUARY 24, 1989 PRNR DEPARTMENT OFFICE The meeting opened with Curt Connaughty acknowledging that our purpose was as stated in the "1989 Referendum Subcommittees" descriptive paragraph. It's stated as: "This subcommittee will develop the communication plans, which may include a slogan, targeted election materials and a fact sheet. This subcommittee will also work with advertising. A week by week time line should accompany the plan. Eight members are suggested for this subcommittee. Connaughty also pointed out that we were here because we all wanted the referendum to succeed. Everyone introduced themselves and it was noted that membership was spread around the City with Eden Prairie residents from 1-35 years. A list of the 17 members is attached. It was also noted this was to be an organizational meeting and we couldn't make much progress until after the January 31st Council meeting where the public input is to he heard. Recognizing the relat'.vely short period to develop materials for our message, random discussion of members concerns developed. Following are various points raised as noted concerns of the general committee: Brochure: We'll have to develop two. First is an objective fact sheet that will attempt to detail the City's circumstances and need to develop recreational facilities primarily in the face of diminishing open space and increasing costs. Second was a "sell" or "vote yes" pamphlet to assist the Get Out The Vote Committee and to convince voters of the City's need. Some discussion then followed on various ways to distribute both these items to Eden Prairie's 15,000 residences and businesses. It was agreed two subcommittees should be formed individually to develop creative approaches. with these brochures, deal with their production, distribution and content. They are named: FACT SHEET Bob Johnson, Chairperson Moe Cook Tina Hanlon John Freemyer Sandy Werts A City PRNR staff SELL SHEET Brian Mikkelson Bob Johnson Jim Daly Bud Baker Craig Zemke and all members of this subcommittee based on their availability At various points in our meeting, thoughts w e r e e x p r e s s e d o n t h e t i m i n g o f the fact sheet and the sell sheet. It was ag r e e d t h a t t h e f a c t s h e e t s h o u l d be presented to the voters first due to its i n t e n d e d i n f o r m a t i v e m e s s a g e . Then, it will be the committees' responsibilit y t o c o o r d i n a t e u s e o f t h e " v o t e yes" sell sheet to maximize impact on the voter s . Other discussion and input included these point s : Concern with the presentation of our message - • focus on kids . reach Seniors, adults, kids • preparation for the future, the terms "legac y " a n d " v i s i o n " w e r e applied to our obligation to succeed in obt a i n i n g r e c r e a t i o n a l facilities for our City. It was then pointed out that it is urgent t h a t w e g e t a h o l d o f l a n d n o w before it is unavailable or too expensive. - If we don't succeed this time we'll probab l y f a i l i n f u t u r e e f f o r t s d u e t o costs and voter rejection. - It is important, today, to purchase "bas e " l a n d f o r p a r k s i n a g r o w i n g community. - Cost issues should be communicated simply an d c l e a r l y . It was agreed we have specific items to accomp l i s h : 1. City sponsored - neutral fact sheet 2. Committee sponsored - vote yes sell sheet 3. Slide show/video presentation 4. Media detail including letters to Editor and l a w n s i g n s 5. Slogan - an overall theme to pervade each deli v e r y o f o u r m e s s a g e 6. Speakers Committee coordination of materials To best do this, we are starting with an unde r s t a n d i n g o f v o t e r o b j e c t i o n t o the failed park referendum. The August 1988 s u r v e y b y R e s o l u t i o n , I n c . w a s distributed to the membership - it was recomme n d e d a l l r e f e r e n d u m s u b c o m m i t t e e members receive a copy. Before closing the following was noted: All members are expected to be at the January 31 meeting at Cit y H a l l - w e ' l l then have our full Public Information Subcommittee meeting on F e b r u a r y 6 , a t 6:30 P. M. in the cafeteria. At that time, we'll have one ho u r o f v a r i o u s subcommittees to report their activities to date - general m e m b e r s h i p w i l l offer its input.
