2) With taxes going up 10 percent. spending will go up 10 percent.
Fact: Net tax collections would increase by 3.66 Percent
• Property taxes comprise about 2/3 of revenues in the General Fund
• Effectively, the tax rate would increased 3.66%, not 10.3%
• The City's net tax collection for 1992 would be $12,470,000. or
3.66% greater than the 612,030,000 collected in 1991.
• Twin Cities' increase in CPI is projected to be 3.5%
• Eden Prairie resident population Will increase from 40.500 to
41,800
• Total General Fund spending is proposed to be $18,246,000, or
5.6% greater than 1991
• Spending for general operations and obligations would increase
3.3%
• The remainder of the spending increase is an accounting procedure
to set aside a portion of the General Fund balance for future capital
improvements.

Property Tax Concerns
1) Property tax rates are going up 10 percent.
Tact: The City's tax rate would Increase 3.66 percent.
Backgrouncl: In 1991. the Legislature changed the formulas for
determining the taxable values for different classes of property.
D.tr, these changes, the Eden Prairie tax base decreased 6.4%
1991 — $57.2 million
1992 — $53.7 million
• The City's 1991 tax rate is 21.038
To collect the same amount of taxes in 1992, the rate would need to
be 22.387
The 1992 proposed tax rate is 23.208, or 3.66% higher than the
22.387 figure
• The total 1991 tax rate is 110.613
To collect the same amount of taxes in 1992, the rate would need to
be 117.708
The 1992 proposed tax rates total 122.714. or 4.25% higher than
the 117.704 figure
• Based on the adjusted tax rates, the City's proposed tax rate would
be responsible for a 0.66% increase in the total tax rate.
