Subject :Review of 2004 Referendum
Background
The 2004 Park Referendum was held on May 11, 2004 and was a single question that asked
"Shall the City of Eden Prairie issue and sell its general obligation bonds in an amount not
exceeding $22,500,000 to provide funds for acquisition, development and improvement of land
and facilities for its program of public recreation?
The projects that were included in the referendum actually cost an estimated $27,900,000. The
City anticipated spending $2,100,000 of park dedication fees, $1,700,000 of donations from
athletic associations, and $1,600,000 in revenue bonds and grants above and beyond the
$22,500,000 of referendum funds for the projects included in the referendum.
Facts
The money would fund needed repairs at the Eden Prairie Community Center and add new
recreational facilities in several locations. The projects are as follows:
•$7.3 million for an outdoor aquatic center to built on the grounds of the existing
Community Center
•$1.3 million for site improvements at the Community Center to accommodate the outdoor
aquatic center. These improvements would include relocating the baseball field and
providing additional parking.
•$7.1 million to expand and upgrade the Community Center's facilities. These projects
would include a new gym and play space, larger locker rooms, expanded fitness facilities,
a walking track, and an improved spectator seating in the ice arena and pool.
•$1.8 million for repairs and improvements to the Community Center. The refrigeration
system for the two rinks must be replaced because of age and the fact that they are using
Freon, and a new roof is needed to replace the twenty year old one. And a pool must be
deepened to allow the use of starting blocks by swim teams.
•$1 million towards the construction of a $3 million third ice sheet at the Community
Center. The balance would be paid with a $1 million donation from the Eden Prairie
Hockey Association and another $1 would be raised through revenue bonds, which are
paid off with user fees.
•$4 million for sports fields, land acquisition, and trail renovations. These include:
o $1.3 million for expansion of the youth athletic fields and parking at Flying Cloud

field
o $300,000 toward restrooms, concessions and storage at the Miller Park softball
fields (the balance of the $600,000 project will be paid with a $50,000 donation
and $250,000 in park dedication fees)
o $300,000 for the restrooms, concession and storage at the Miller Park football and
soccer fields. (Another $100,000 will be donated by sports organizations and
$200,000 from park dedication fees will be used to pay for the rest of the
$600,000 project)
o $500,000 towards a $1.3 million Miller Park Baseball Grandstand. The balance of
the cost will be paid with the $350,000 in donations from a sports association and
$450,000 in park dedication fees.
o $1 million for land acquisition, including a portion of the cost of land in Birch
Island Woods Conservation Area, Lower Purgatory Creek Valley, and Riley
Creek Valley. Additional land purchases in the Edenvale Conservation Area
might also be included, depending on the availability of funds. Another $900,000
will be raised through donations, park dedication fees and grants for a total of
$1.9 million.
o $600,000 for trail renovations and construction including widening of older trails
to make them more accessible. The remainder of the $1.7 million project will be
raised through park dedication fees and other revenue sources.
Cost to the Taxpayers
The cost to property owners will be approximately $2.17 per month, per $100,000 of accessed
valuation. The median home price in Eden Prairie is $287,000. A homeowner with a value of
$300,000 will pay approximately $78 per year in additional taxes to pay for the referendum.
Since most people pay their taxes through an escrow account managed by their mortgage
company, the monthly mortgage bill would up by about $6.51. The bonds would be paid off over
a twenty year period.
Decisions Leading Up to the Referendum
The City began consulting with residents regarding a referendum in late 2002, and continued in
2003. The Youth Athletics Program Task Force organized in 2002 recommended an additional
baseball field and four more soccer fields be constructed. A special Citizen's Task Force also
recommended Community Center improvements, and a third task force proposed an outdoor
aquatic center. The Eden Prairie Hockey Association is requesting construction of a third ice rink
and has committed to paying a significant part of the cost. The Eden Prairie Baseball Association
and the Girls Athletic Association also pledged money and support for the Miller Park projects.
Friends of Birch Island Woods have recommended the City acquire four more acres of land in
the Conservation Area, and are willing to assist financially with that acquisition.
What About Additional Maintenance Costs?

The swimming pool and Community Center expansion would have required one additional full
time employee and numerous seasonal employees, all of which are projected to be covered by
revenue from the facilities.
The park facility and trail improvements will require three to four additional seasonal staff for
mowing, cleaning, etc. Cost per seasonal maintenance staff is approximately $4,000 per
individual.
Voting Results of Park Referendum
Total Voters: 5,435 (16% voter turnout)
Total "Yes : 2,357 (43%)
Total "No : 3,078 (57%)
Two precincts voted in favor of the referendum - precincts #3 and #18.
Previous Surveys
•A 2001 survey indicated that an outdoor swimming pool was the highest ranked facility
needed in the park system.
•A 2003 survey indicated that 51 % of the residents supported an outdoor water park.
•50% supported additional ballfields at Flying Cloud Fields
•56% supported additional land to complete trails in the Lower Purgatory Creek Valley
•58% supported a multi-purpose room at the Community Center
•59% supported indoor pool improvements at the Community Center
•However ,55% would not support increasing taxes for any improvements.
The City Council were concerned that over half of the individuals surveyed indicated they would
not increase taxes for any improvements; however, over half of the residents surveyed indicated
they wanted certain improvements and expected the City to provide them. The City Council felt
that the only way to address those needs was to allow the residents to vote to pay for those
improvements.
What Has Happened Since the Referendum Failed?
•The City was forced to repair Rink I at the Community Center and replace that rink
system.
•The City Council approved a scaled down version of the Softball Building at Miller Park.
•The City Council authorized plans and specifications for the first phase of a phased
project for the Baseball Stadium at Miller Park.
•The City Council has authorized for the planning for development of trails within the

Purgatory and Riley Creek Valleys.
•The City Council has authorized the study of a "Winter Recreation Area as a possible
alternative to a third indoor rink at the Community Center.
•The City Council authorized moving the Fitness Center to the lower level meeting rooms
and eliminating one of the racquetball courts in order to triple the size of the Fitness
Center.

*Park Dedication Fees are contributions to the City required by ordinance of new
development. These fees are paid at time of building permit by developers. The fees
are required to be used for acquisition of land or development of park facilities.

Donations are funds that would come from donations by Athletic Associations or
other donors such as the Friends of Birch Island Woods.
Other includes revenue bonds that can be sold for projects that will generate users
fees sufficient to pay off the bonds, and grants that cannot be guaranteed but may be
available from the DNR and the Watershed Districts.

Subject :Review of 2004 Survey of Referendum Voters
Synopsis
The survey of the residents who voted on the May 11, 2004 Park Referendum provided the City
with very good information relating to what people indicated they would support in a future
referendum. That survey also indicated that 69% of all voters thought that the City should
attempt another Park Referendum sometime within the next two years (2005 or 2006). This
included 46% of the no voters.
Perhaps the first step that should be taken when evaluating what items should be considered for a
future park referendum is to evaluate the survey of the residents who voted in the last
referendum. The survey provides key information relating to expectations of our residents, and
what items should be considered in a future referendum.
Survey Facts
Some of the key facts from that survey are as follows:
•72% of all voters would be in favor of improvements to bicycle and pedestrian trails
•66% would favor improvements to the Community Center, and of those improvements
addressing the needs for the competitive swim team was the highest supported need,
followed by expansion of locker rooms, expansion of the fitness center, and a multi-
purpose room for youth recreation. The least supported improvement was a third sheet of
ice.
•65% would favor replacing old warming houses
•63% would favor additional park shelters
•61 % would favor providing matching funds for youth athletic associations to make
improvements to the facilities they use
•61 % would favor expansion to the Flying Cloud Ballfields
•59% favor additional park and open space land acquisition
A referendum without a large outdoor water park would have a chance to pass if the City held it
in November of 2005, and provided that the School District does not have a referendum at the
same time, and the economy remains strong.
Residents would prefer separate questions for issues, for example: improvements to the
Community Center may be one question, park and trail improvements may be another question,
and land acquisition may be a third question.

Staff believe that providing plans that would accommodate future expansion for facilities that
may be funded by revenue bonds or other funding sources would supported by tax payers. For
example, tax payers would likely support the expansion of the Community Center if plans would
provide room for expansion of other aquatic features funded through future revenue bonds, and if
the plan would accommodate the possibility of a third rink that would be funded by means other
than taxes.
Pool Needs
City staff have had discussions with a number of residents relating to pool needs. These were
residents who had children in the competitive swim program who stated that the City should
consider alternatives to spending money deepening the existing pool. Staff concurs with their
belief that the existing swimming pool doesn't adequately serve either the recreational swimmers
or the competitive swimmers. Recreational swimmers and the users of the swimming lesson
program want warmer, shallower water, while competitive swimmers want deeper, cooler water
than is provided at the Community Center. The City should evaluate the cost to provide a six or
eight lane competitive swimming pool designed to meet the latest fast pool standards, and a
separate diving well, and a separate shallower, warmer recreation pool. The recreation pool
should have a zero depth entry to accommodate the very young and the very old and people with
disabilities. It should be designed to accommodate water slides and other recreation amenities
such as water sprays, etc. The cost for the pool should be kept as low as possible with
consideration for being able to add amenities in the future. The City should evaluate the
feasibility of constructing an outdoor wading pool with large deck capacity, (similar to the pool
provided by the City of Edina) that generates a positive cash flow after covering construction
and operational costs. This amenity should be constructed through the use of revenue bonds with
net profits invested in a fund used to add future amenities to both the indoor and outdoor pools.
Staff would recommend obtaining preliminary costs estimates for options to address pool needs.
The Council may wish to consider adding a separate question relating to pool improvements that
could only be passed if the Community Center improvement question passed.
Other Considerations
The primary reason for the defeat of the referendum was bundling projects into a single question
and the perceived high cost of the total levy. Clearly the majority of the residents did not support
the outdoor aquatic center due to the size and scale and cost of that facility. Based on the
information received from the voters' survey, staff would recommend making a decision on a
November referendum no later than the first meeting in August, and preferably sooner. Staff
would also recommend limiting the referendum to those projects that seem to have a clear
majority of the voters support, as well as providing several choices.

If the City Council decides it wants to have further discussions regarding a referendum later this
year, staff will need to know what additional information the Council would like to have prior to
making any final decision on a referendum in 2005.
