CALL TO ORDER/ROLL CALL Chair Schumacher called the meeting to order at 7:00. Devyn Stanton joined the meeting. Absent were Commissioner Ludowese and student representatives Holje and Rice. II. READING OF LAND ACKNOWLEDGEMENT STATEMENT Allen read the land acknowledgement statement. III. APPROVAL OF AGENDA MOTION: Fisher moved, seconded by Bowes to approve the agenda. Motion carried 5- 0. IV. APPROVAL OF MINUTES MOTION: Lau moved, seconded by Bowes to approve the minutes of the September 16, 2024 meeting. Motion carried 5-0. [Maxwell arrived at 7:02 p.m.] V. NEW BUSINESS DEBRIEF OF THE PRESERVE MINNESOTA CONFERENCE (FISHER) Novak-Krebs displayed online slides while Fisher summarized his take aways from the PreserveMN conference, which was held in Red Wing this year. Fisher EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION October 21, 2024 Page 2 described the keynote address, which described the City of Red Wing’s efforts to preserve the burial mounds, which culminated in the City giving the land back to the Dakota/Sioux tribe. The indigenous presenter, Shelley Buck, speaking along with Ronald C. Schirmer, Ph.D., Katie Himanga Lake City HPC, Megan Smith Lake city Planning and Community Development, talked about the long arc of this project and urged participants to take their time and be patient during such a process. Fisher took Buck’s words as a recommendation that the history book project did not need to be rushed. Fisher emphasized the difference between western ideas of land as an asset versus indigenous ideas of land as a relative to humans. Thorp explained the Cadastral Net concept. The presenters for this were Rod Quires, professor Emeritus, University of Minnesota, Sam Gison, County surveyor, Washington County, Kory Thurnau, Minnesota Geospatial Office (MnGeo), and Chris Ambourn, Westwood Professional Services. Discussion followed on this project, which located original ownership monuments to create an accurate map of ownership. Fisher described the session “Using Archaeology to Holistically and Inclusively Tell Stories about Places and the Past” given by Lucy Harrington, Environmental Review Archaeologist, Minnesota State Historic Preservation Office (SHPO). At the historic Sheldon Theater, the session “Applying the Secretary of the Interior’s Standards for Rehab: A Contextual Approach” was given by Ginny Way, National Register Architectural Historian, and Catherine Sandlund, Architectural Design Reviewer, Minnesota State Historic Preservation Office (SHPO), and Natascha Wiener Historical architect. They used Birch Hall at Camp Eden Wood as an example of rehabilitation that maintains historic elements. The session “Main Street in Action: Projects and Progress in Redwing” was presented by Emily Kurash Casey, Rethos/Minnesota Main Street, Megan Tsui, Red Wing Downtown Main Street, and Red Wing Downtown Main Street (RWDTMS). Discussion followed on possibly implementing the Main Street program in Eden Prairie. Finally, Fisher attended the “Prairie Island Indian Community Edwing Buck, Jr. Buffalo Project Tour” given by Tatanka Oyate, of Buffalo People. Schumacher thanked Fisher for his presentation. DISCUSS 2025 WORK PLAN (NOVAK-KREBS) Novak-Krebs told the commission member to think about what they would like to accomplish in 2025, aside from the existing projects that would roll over into EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION October 21, 2024 Page 3 2025. She said she would send out a draft before the next meeting and suggested the commission approve it in December. Schumacher suggested the commissioners and the students take a tour of Faribault Mill if they have a chance. It isa National Register building and the only original mill left in the U.S. There was also hiking trails in the state park, and he saw “hometown heroes” being celebrated with banners on light poles. He stated he had emailed Novak-Krebs about this as a possible project, telling the story of hometown heroes in Eden Prairie. Fisher suggested street banners could be erected in Eden Prairie. Lau stated her hometown also did this and hosted the names on the city’s website, and by connecting with local schools, students could choose from the banners and learn about and report about the individuals. Discussion followed on whether the HPC would be the commission to create a list like this. Stanton asked if a date range could be set, and Lau replied that was what had been done in her town. The commission members agreed this fell under the HPC’s purview and they will discuss in more detail at an upcoming meeting. Schumacher announced the base for the Flying Red Horse was in place. Novak- Krebs state she believed the horse was being refurbished, but did not have a timeline for placement, but it could be next spring. Maxwell described the preservation and mounting of the Flying Red Horse for the students. OLD BUSINESS A. DEBRIEF OF CITYWIDE OPEN HOUSE (THORP, SCHUMACHER, MAXWELL) Schumacher described the display of the old and current maps and said the event was well-attended. The museum was not as well-attended as the rest of the event. The weather was beautiful and there were many children in attendance with their parents. B. DEBRIEF OF HARVEST OF HALLOWEEN EVENT (THORP) Thorp stated the event saw a lot of children, requiring more crowd control. Schumacher described for the new student representatives the Dorenkemper House and the commission’s involvement in finding events to hold there. Novak-Krebs stated Dave Lindahl, the Economic Development manager, spoke with a resident who was interested in having a boutique/book store at the house, which would involve adding a restroom. The City was exploring this idea. Thorp stated this would be a huge job, probably not feasible in a year. Discussion followed on the proposal. Novak-Krebs stated the resident wanted to do something similar to the Smith Coffee House in one of the historic buildings in Eden Prairie. EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION October 21, 2024 Page 4 Fisher asked if the Historical Society would ever consider Cummins Phipps Grill House as a commercial site, and Thorp replied it would not. Lau asked if the museum could be in a more visible area with more room, and Thorp replied the museum would be expanding into the room next door (the records room). REPORTS OF STUDENTS Schumacher explained that this item was added so the students can update the commission on the progress of their project. IX. REPORTS OF COMMISSION AND STAFF X. REPORTS OF HISTORICAL SOCIETY Thorp stated there was a play being given by the Eden Prairie Playing at the Cummins Phipps Grill House. It was a three-act play, with dinner in between the acts. The events were all sold out (20 total attendees each performance). Thorp stated Santa would come after Thanksgiving. Bowes added this would be the current Santa’s last year; he was training in a new Santa. Bowes stated the Vintage Sale and Prop Shop would be held November 8 and 9. The Boy Scouts would be selling Christmas trees. XI. FYI ITEMS XII. NEXT MEETING The next HPC meeting will be held on Monday, November 18, 2024 at 7:00 p.m. at the Heritage Rooms, City Hall. The meeting was adjourned at 7:53 p.m. Heritage Preservation Commission 2024 Annual Report and 2025 Work Plan “OLD PLACES HAVE SOUL” Draft: November 18, 2024 Charter The Heritage Preservation Commission (HPC) is established for the purpose of: (1) safeguarding the heritage of the City by preserving sites and structures which reflect significant elements of the City’s cultural, social, economic, political, visual, or architectural history; (2) promoting the preservation and continued use of historic sites and structures for the education and general welfare of the people of the City; and (3) fostering civic pride in the beauty and notable accomplishments of the past. Mission The Heritage Preservation Commission (HPC) is the City’s steward of Eden Prairie’s enduring and recognized preservation policies. The programs and strategies focus not only on preservation, but also on education, public use and enjoyment of our heritage sites. 1. The Commission shall have the following roles and responsibilities: A. The Commission shall conduct a continuing survey of all areas, places, buildings, structures or objects in the City that the Commission, based on information available or presented to it, has reason to believe are significant to the cultural, social, economic, political, or architectural history of the City. B. The Commission shall continually survey all areas to determine needed and desirable improvements of older buildings throughout the City, acting in a resource and advisory capacity to owners of historically significant sites regarding their preservation, restoration and rehabilitation. C. The Commission shall work for the continuing education of the citizens of the City with respect to the civic and architectural heritage of the City. It shall keep current a public register of designated and proposed Heritage Preservation sites and areas along with the plans and programs that pertain to them. D. The Commission may recommend to the Council the acceptance of contributions offered to the City and to assist the City staff in preparation of applications for grant funds to be made through the City for the purpose of Heritage Preservation. E. The Commission will on a continuing basis collect and review City planning and development records, documents, studies, models, maps, plans, and drawings to be passed on to the State Historical Society as a permanent record of City history and development. F. The Commission shall make no application to the National Register of Historic Places or to the State of Minnesota for the designation of a historic site or district without the consent of the City Council. 2. In pursuance of the above stated roles and responsibilities the Commission should perform the following work tasks: A. Recommend best practices for the on-going treatment of historic sites. B. Recommend local and national designation of historic properties. C. Review and make recommendations on Certificate of Appropriateness’ (COA’s). D. Pursue grant funding on behalf of the City for historic preservation properties and purposes. E. Review development projects where historical resources are or maybe present. F. Promote the preservation and continued use of historic sites and structures. G. Promote the education through various avenues for the people of Eden Prairie. H. Promote partnerships. 2024-2025 Commission Members Steve Schumacher, Chair Paul Thorp, Vice Chair Andy Ludowese Robert Bowes Rod Fisher George Maxwell Cathy Lau Melanie Willett (resigned on December 18, 2024) 2024 - 2024 Student Representatives Nico Allen Kadie Crider Jacob Holje Hardhik Kommalapati Amuktha Pothamsetti Annika Rice City Staff Liaison Beth Novak-Krebs (Staff Liaison) 2024 HPC Accomplishments • Presented 2023 Year End Report and 2024 Work Plan to City Council. • Presented the Heritage Preservation Award to Marcia Kolb and Johnny Severson, to John Gertz and to Sasha Allen. • Received a grant for the manufacturing of the interpretive panels for the Flying Red Horse. Working with Katie Qualey on the design of the panels. • Completed a nomination report for the depot site to request local designation as a Heritage Preservation Site. • Wrote a Request for Proposals (RFP) to hire a consultant to write a book about the indigenous history of Eden Prairie. Distributed the RFP. • Completed some clean-up of the old depot site. • Finished editing the interviews about the 1968 Comprehensive Plan. Working with IT and Communications on posting the interviews to the City’s website. • Toured Marcia Kolb and Johnny Severson’s home. The home was built circa 1870. Marcia and Johnny have been renovating the home and property. • Photo documented the Rogers house and the Joseph and Ann Stodola farm before they were demolished. • Participated in the Citywide Open House. • Participated in the Harvest to Halloween Event. Provided tours of the Dorenkemper House • Participated in the Picnic in the Park Event. Provided tours of the Dorenkemper House • Welcomed student members. • Attended the PreserveMN 2024 conference. 2025 Work Plan NATIVE AMERICAN HISTORY/OUTREACH SUBCOMMITTEE • Review the proposals in response to the Request for Proposals sent out on October 31, 2024. Select a consultant to write a book about the history of the Native Americans that lived on the land that is now Eden Prairie. Q1 • Submit a Grant application to fund all or a portion of the cost to write the book. Q2 • Continue research on the Red Rock at Birch Island Lake. Q2  Prepare an interpretive panel regarding the Native American cultural features in the area . Q3-4 • Discuss the possibility of replacing the historical marker for the Battle of Shakopee . Q4 NEW HERITAGE PRESERVATION SITE DESIGNATIONS SUBCOMMITTEE • Continue to pursue local designation of the old depot site as a Heritage Preservation Site  Continue working through the approval process. Q1  Prepare a Preservation Plan for the site. Q3  Prepare a sign and other educational material for the site. Q4 • Continue to pursue local designation of the outbuildings associated with the old mill as a Heritage Preservation Site  Prepare the nomination report for the approval process. Q3  Clean yard waste out of the foundations. Q3  Notify the adjacent homeowners about the historic significance of the site and the importance of preserving the historic resource. Q3  Post signs prohibiting the dumping of yard waste on City property and especially not in the building foundations. Q4  Prepare a Preservation Plan for the site. Q4 RENOVATION/MAINTENANCE/DEVELOPMENT SUBCOMMITTEE • Coordinate with True Friends and SHPO toward potential improvements to Birch Hall/Holasek House. Q2 • Partner with other groups toward additional activities at or near the Dorenkemper House . Work with the City on potential improvements to the house. Q2 DOCUMENTATION/HISTORICAL RECORDINGS/OUTREACH SUBCOMMITTEE • Work with the students to produce a short video of the Cummins Phipps Grill House and it on the website. Q 1 and 2 • Add completed 1968 Comprehensive Plan interviews to the Eden Prairie Has Tales to Tell webpage. Q 1-4 • Participate in People Fest, the Citywide Open House and the Harvest to Halloween events. Q 3 and 4 • Discuss the possibility of creating an educational piece that features historical figures and others that have contributed to preserving the history of Eden Prairie. Q1 -4 • Photo document the Marshall Farmstead at 9905 Dell Road. Q1 APPLY FOR GRANTS AS OPPORTUNITIES ARISE • Large Legacy Grant – Develop construction documents for Birch Hall • Small Legacy Grant – Improvements to Dorenkemper House • CLG Grant - Book about Native American History in Eden Prairie - Prepare a Preservation Plan for the depot site Ongoing Responsibilities, Activities and Tasks • Participate in events to educate the public and increase awareness of the City’s historic and cultural resources (Citywide Open House, Harvest to Halloween, People Fest etc.) • Review nominations for the Heritage Preservation Award, select the recipient and present the award in May of each year • Participate in joint meetings and collaborate with other commissions and organizations (HRDC, HS, PRNR) • Attend conferences and other learning opportunities • Help the student members have a meaningful experience being on the Commission (Sept. – May) • Tour historic properties and sites to become familiar with the sites that the HPC is charged with preserving • Work closely with the Eden Prairie Historical Society on projects. Maintain and strengthen the positive working relationship the commission already has with the historical society • Periodically review the Heritage Preservation page on the City’s website and recommend improvements if any • Continue to support the sale of street signs • Continue to educate the public about the history of Eden Prairie
