CALL TO ORDER/ROLL CALL Chair Fisher called the meeting to order at 7:04 p.m. Absent were commission members Thorp, Schumacher, and Scipioni, and student member Parekh, Mohamed, Garg, Mellen, Tangeti and Said. II. READING OF LAND ACKNOWLEDGEMENT STATEMENT Fisher read the land acknowledgement statement. III. APPROVAL OF AGENDA MOTION: Maxwell moved, seconded by Bowes to approve the agenda. Motion carried 4-0. IV. APPROVAL OF MINUTES MOTION: Ludowese moved, seconded by Bowes to approve the minutes of the February 27, 2023 minutes. Motion carried 4-0. V. NEW BUSINESS A. STUDENT PRESENTATION ON THE SHPO HERITAGE PRESERVATION COMMISSION TRAINING MANUAL (LUNDA) Lunda presented her summary of Chapters 4 and 5 of the SHPO Heritage Preservation Commission Training Manual. She stated Chapter 4 deals with the EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION March 20, 2023 Page 2 treatment of historic properties including rehabilitation, preservation, restoration, and reconstruction. The manual outlined what was expected when a specific treatment was selected. The expectation was to preserve key features, preserve character defining elements, retain integrity, respect the historical character, and seek uses that were compatible with least changes possible. Fisher asked what compatible use meant. Lunda replied it came into play when a single family home was turned into a bed and breakfast, et cetera. Chapter 5 explained how to conduct a meeting. The chapter covered the goals of the commission which were preservation planning, identification, national register nominations and education. There were two policies that outlined how preservation worked in Minnesota. Communities should have a preservation plan meeting statewide and community goals. Fisher asked if the City had to follow these guidelines. Novak-Krebs answered it did. Bowes asked if the Cummins House is the only site on the National Register. Novak-Krebs stated that Camp Eden Wood is also on the National Register. B. HERITAGE PRESERVATION AWARD NOMINATIONS (NOVAK- KREBS) Novak-Krebs explained that the HPC would be accepting nominations for the Heritage Preservation award until April 14. One nomination had been submitted. She asked the commissioners to let her know if they knew of anyone that might be worthy of nomination to let her know. The award would be presented at a May City Council meeting. C. UPDATE ON COMMISSIONER SELECTIONS (NOVAK-KREBS) Novak-Krebs explained that the number of commissioners on the HPC had been increased from seven to nine members. Fisher and Schumacher were reappointed to the commission and there would be two new members. Fisher noted with more members, he would like to see subcommittees in the HPC to get more work done. A meeting once a month did not seem like enough time to make progress on projects. The group identified the following projects that the HPC could work on: uses for the Dorenkemper House, signage to highlight Native American history, the mystery of Red Rock, cemetery records, old depot project and field trips. Fisher stated he would like to create more energy to do more projects. EDEN PRAIRIE HERITAGE PRESERVATION COMMISSION March 20, 2023 Page 3 D. FIVE MINUTES OF HISTORY Fisher added a discussion on this topic. Fisher told how he visited his dad in Iowa and how the Minneapolis-St. Louis railroad went behind his house. He realized this train started in Hopkins, went through Eden Prairie, past the old depot and then went on to Iowa. The train would go south to get wheat, bring it back up the Twin Cities to be made into flour and then ship the flour back down south. Fisher stated he would like a commissioner to tell a story at each meeting about history that would tie back to Eden Prairie. Maxwell volunteered to tell the five minute history at the April meeting. MOTION: Fisher moved, seconded by Maxwell to include five minutes of history at each meeting. Motion carried 4-0. VI. OLD BUSINESS A. UPDATE ON INTERVIEWS FOR THE REFLECTIONS ON THE 1968 COMPREHENSIVE PLAN PROJECT (NOVAK-KREBS) Novak-Krebs stated she was interviewed by Eden Prairie Local News for an article on the project. She was not sure when the article would be published. VII. REPORTS OF COMMISSION AND STAFF Novak-Krebs stated that the group will possibly tour Camp Eden Wood at the April 17 meeting. The tour would take place at 6:00 p.m. with the regular meeting to follow. VIII. REPORTS OF HISTORICAL SOCIETY Bowes stated the Historical Society annual meeting would be held on April 20, 2023. The guest speaker was the daughter of Agnes Daluge, who would tell the story of how Agnes helped Jews during WWII and wrote her experiences in Rosas Miracle Mouse: The True Story of a WWII Undercover Teenager. On May 12 and 13, there would be the Farmhouse Market and Sale at the Cummins House. All proceeds would go to PropShop. IX. FYI ITEMS X NEXT MEETING The next HPC meeting will be held on Monday, April 17, 2023 at 7:00 p.m. in the Heritage Room or Camp Eden Wood. More information to come.
