HomeMy WebLinkAboutCity Council - 10/04/2022APPROVED MINUTES EDEN PRAIRIE CITY COUNCIL MEETING TUESDAY, OCTOBER 4, 2022 7:00 PM, CITY CENTER CITY COUNCIL Mayor Ron Case, Council Members Mark Freiberg, PG Narayanan, Kathy Nelson, and Lisa Toomey CITY STAFF City Manager Rick Getschow, Public Works Director Robert Ellis, Parks and Recreation Director Jay Lotthammer, Community Development Director Julie Klima, Police Chief Matt Sackett, and City Attorney Maggie Neuville I. CALL THE MEETING TO ORDER Acting Mayor Nelson called the meeting to order at 7:00 PM. Mayor Case was absent. II. PLEDGE OF ALLEGIANCE III. OPEN PODIUM INVITATION IV. PROCLAMATIONS / PRESENTATIONS A. ACCEPT DONATION FROM BLAKE BIDWELL EAGLE SCOUT PROJECT FOR BLEACHER COVERS AT EDEN LAKE PARK (Resolution No. 2022-104) Lotthammer explained Boy Scout Blake Bidwell recently completed his Eagle Scout project of installing shade structures over the dugouts at one of the Eden Lake baseball fields. As part of this project, Blake exceeded his fundraising goal of $13,000 to pay for the purchase of the shade structures and installation materials. As part of the project guidelines, any funds left over after the project is completed are to be donated to the beneficiary of the project. MOTION: Narayanan moved, seconded by Toomey, to adopt Resolution No. 2022-104 accepting the donation in the amount of $113.03 for Park Maintenance. Motion carried 4-0. Nelson thanked Blake Bidwell for his donation. B. ACCEPT CONTRIBUTION FOR HARVEST TO HALLOWEEN FROM HUMANA (Resolution No. 2022-105) Lotthammer explained each October the Parks and Recreation Department coordinates a fall themed city event. This year the Harvest to Halloween event will be held on Saturday, October 15 at Riley-Jacques Barn. This free event features a variety of family activities, with a free pumpkin decorating station among the most popular for youth of all ages. MOTION: Toomey moved, seconded by Narayanan to adopt Resolution No. 2022-105 accepting the contribution in the amount of $500 for Harvest to Halloween from Humana for the purchase of pumpkins. Motion carried 4-0. Nelson thanked Humana for the donation. V. APPROVAL OF AGENDA AND OTHER ITEMS OF BUSINESS MOTION: Narayanan moved, seconded by Freiberg, to approve the agenda as published. Motion carried 4-0. VI. MINUTES A. COUNCIL WORKSHOP HELD TUESDAY, SEPTEMBER 20, 2022 B. CITY COUNCIL MEETING HELD TUESDAY, SEPTEMBER 20, 2022 MOTION: Freiberg moved, seconded by Toomey, to approve the minutes of the Council workshop held Tuesday, September 20, 2022, and the City Council meeting held Tuesday, September 20, 2022, as published. Motion carried 4- 0. VII. REPORTS OF ADVISORY BOARDS AND COMMISSIONS VIII. CONSENT CALENDAR A. CLERK’S LIST B. SECOND READING OF ORDINANCE NO. 19-2022 TO AMEND CITY CODE CHAPTER 11 RELATING TO TEMPORARY SALES EVENTS AND ADOPT RESOLUTION NO. 2022-106 APPROVING SUMMARY ORDINANCE C. SECOND READING OF ORDINANCE NO. 20-2022 TO ADOPT A NEW SECTION IN CITY CODE, 5.78, RELATED TO SALT STORAGE AND ADOPT RESOLUTION NO. 2022-107 APPROVING SUMMARY ORDINANCE D. ADOPT RESOLUTION NO. 2022-108 APPROVING APPOINTMENT OF ELECTION JUDGES FOR 2022 GENERAL ELECTION E. ADOPT RESOLUTION NO. 2022-109 CERTIFYING FALSE ALARM USER FEES TO COUNTY AUDITOR F. AMEND AGREEMENT WITH BOLTON & MENK FOR DUCK LAKE ROAD PROJECT G. AUTHORIZE CHANGE ORDER NO. 1 FOR NESBITT PRESERVE PARK SPLASH PAD PROJECT MOTION: Toomey moved, seconded by Narayanan, to approve Items A-G on the Consent Calendar. Motion carried 4-0. IX. PUBLIC HEARINGS / MEETINGS X. PAYMENT OF CLAIMS MOTION: Freiberg moved, seconded by Narayanan, to approve the payment of claims as submitted. Motion was approved on a roll call vote, with Freiberg, Narayanan, Nelson, and Toomey voting “aye.” XI. ORDINANCES AND RESOLUTIONS XII. PETITIONS, REQUESTS, AND COMMUNICATIONS XIII. APPOINTMENTS XIV. REPORTS XV. OTHER BUSINESS Getschow noted there will still be two meetings in November despite the election, one on November 1, 2022 and the other on November 15, 2022. The November 15, 2022 meeting will include a Canvassing Meeting to approve election results. XVI. ADJOURNMENT MOTION: Narayanan moved, seconded by Freiberg, to adjourn the meeting.
