The applicant is proposing to construct an approximately 2,615 square foot addition on an existing
industrial building. The addition will provide additional office space and a main entrance for the
existing tenant. A garage door will be added to the west side of the building, and parking will be
reconfigured to provide more accessible parking. An underground stormwater system will be
installed on the western side of the site and improved drainage and landscaping will be installed on
the east side of the site to manage stormwater. Three of the building façades will be updated as part
of this project, and all updates are compliant with City Code requirements.
As part of the PUD, the applicant is requesting a waiver for the number of parking stalls provided
onsite.

A. VARIANCE #2022-01
Location: 6939 Barberry Ln
Request for:
• To permit the construction of an accessory garage within a front yard
setback
Jacob Barker, owner of the property, displayed a PowerPoint and detailed the
application. He displayed the school side of his property showing Peterborg Road
and explained he had two front yards, the property being on the corner lot. An
existing 24-foot by 24-foot garage was on the property. A secondary structure

could not be built with the existing and City Code mandated setback. The
proposed layout showed the maximum of the 30-foot by 30-foot footprint. The
13-foot setback would match the existing garage. He displayed a rendering and
explained the garage would match the others in the neighborhood and he also
assured the commission members he would work with an architect to match the
15-foot roofline requirement. He would work with the City to handle the
landscaping and the water runoff. He displayed an elevation view showing a
potential concept of the garage with rock materials and the attached office. A
surveyor would mark all property lines to ensure his garage was properly located.
Farr asked if there was a rear door to the garage, and Baker replied there would
not be. The architect would produce a more accurate blueprint. Both the garage
and the office would not be attached to the deck or the house, making it a
secondary structure similar to what a nearby neighbor had. Farr asked if he had
communicated with his neighbors, and Barker replied he had.
Klima presented the staff report. The application was for a variance for a front
yard setback. City Code required 30 feet, whereas the applicant requested 13 feet.
At the time of construction there was a different requirement, so the 13-foot
setback was a legal nonconforming setback The proposed variance met the three-
part test required by State Statute. The architectural renderings were not under
approval at this hearing; only the variance required action. Other Code
requirements would be reviewed at the time of the building permit application.
Staff recommended approval.
Farr asked if there was a limit on the number of multiple accessory buildings
allowed on a residential lot in Eden Prairie. He also asked if there were any
potential changes to the Zoning Ordinance for accessory structures because more
people are working from home. Klima replied City Code did not have a specific
maximum number of accessory structures but had a maximum 7.5 percent of a
residential lot being occupied by accessory structures (approximately 1730 square
feet in this case). The City allowed home occupations but they had to be carried
out in the primary structure. The applicant would use the office for his own
personal use, but not for his primary occupation.
Sandra Davis, a neighbor to the north of the property, expressed concern that this
900-square foot structure was industrial sized and would obscure her view of the
water as she walked by. She viewed it as almost another house that would be out
of place in the neighborhood.

MOTION: Sherwood moved, seconded by Farr to close the public hearing.
Motion carried 5-0.
Farr noted this was a corner lot and there was a variety of front yard frontage in
the neighborhood that offered gaps between homes and sideyards.
MOTION: Grote moved, seconded by Farr approval of Variance #2022-01 based
on the conditions in the staff report dated May 9 2022, and the findings and
conditions of the Final Order 2022-01. Motion carried 5-0.

BACKGROUND
The applicant is requesting a PUD Concept Review, PUD District Amendment with waivers, and a
Site Plan Review to construct an approximately 2,615 square foot addition to an existing industrial
building at 7677 Equitable Drive. This site is
approximately 3.24 acres and is located north
of Highway 212 on Equitable Drive. The site
is bordered by other industrial land use as
outlined in the included aerial image.
ZONING AND GUIDE PLAN
The property is currently zoned Industrial I-2,
and the 2040 comprehensive plan guides the
property for Industrial Flex Tech use. There
are no proposed zoning or comprehensive plan
changes.
SITE PLAN
To better meet the growing needs of Tricam
Industries, the current tenant of 7677 Equitable
Drive, the applicant, is proposing to construct an approximately 2,615 square foot building addition
on the front of the building. The building addition will be in the location of the existing front
patio/entrance area off the southwest corner of the existing building and will serve the main entrance
to the building. The addition, circled in red on the following page, will also add office space for
Tricam’s growing business needs. Additional interior remodeling work will be taking place after the

building addition is constructed. A portion of the
existing warehouse space will be converted into
upgraded restrooms, workout facilities, and
meeting rooms. With the addition and the interior
remodel, the uses of the building will be
approximately 31% office, 66% warehouse, and
3% showroom, which are all permitted uses in the
Industrial I-2 zoning district. The existing use
ratio in the building is 80% warehouse and 20%
office.
The applicant is also proposing to install a garage
door and driveway off the west side of the
building. The north side of the building is
currently loading docks. The new driveway and
garage door will provide ease of access for
delivery vans to pick-up and drop-off small
deliveries. Three (3) parking stalls will be
removed to accommodate the new driveway.
Parking will be reconfigured by the main
entrance to provide better ADA accessibility.
Three (3) new parking stalls will be added to the
row of parking along the south edge of the site,
next to the driveway. As part of this PUD
Amendment, the applicant is requesting a PUD waiver to reduce the required number of parking
stalls.
PLANNED UNIT DEVELOPMENT WAIVERS
The purpose of a Planned Unit Development (PUD) as stated in the City Code is to provide for a
more creative and efficient approach to the use of land within the City; to allow variety in the
types of environment available to people and distribution of overall density of population and
intensity of land use where desirable and feasible; and provide for greater creativity and
flexibility in environmental design.
As part of the PUD process, the applicant is seeking waivers to City Code requirements as
outlined below.
A. Number of Parking Stalls
Parking requirements in the Industrial I-2 zoning district are based on the square footage
of the uses within the building. Warehousing requires 0.5 parking stalls per 1,000 square

feet of warehouse space, and office space requires 5 stalls per 1,000 square feet. The
existing ratio of uses requires 47 parking stalls. The building addition and changed ratio
of uses in the building increase the parking requirements to 79 stalls. The applicant is
requesting a PUD waiver to provide 54 parking stalls on site. Based on the historic use of
the property and the anticipated use, Tricam does not have a business need to 79 stalls
and assures the existing parking configuration can meet their needs.
Due to the existing site layout, there is not a good location to locate proof of parking.
Parking is constructed to the extent possible along the south and west portions of the site.
The north side of the building is the loading docks, and space needs to be maintained to
allow for truck turning movements. Any parking located on the north side may have the
potential to conflict with truck turning movements.
LANDSCAPE AND TREE REPLACEMENT PLAN
There are several significant trees existing on the site. The applicant is proposing to remove six (6)
trees as part of the site work. Three (3) of these trees are significant trees, requiring two (2) caliper
inches of tree replacement. The applicant has exceeded this requirement. Thirty-one significant trees
will be preserved. New trees and planting beds will be installed at the front entrance, and grasses will
be planted along the eastern portion of the site as part of stormwater management. The proposed
landscaping plan exceeds the landscaping requirements for the site.
ARCHITECTURE
The building addition will be constructed mainly of glass
and brick. Wood and metal panels will serve as accents at
the entrance. These Class II materials are located away from
the doorway to avoid the wear and tear of high-traffic areas.
The new addition will be gray brick, and the whole south
side of the building will be stained gray to compliment the
new building addition. Portions of the east and west sides of
the building will also be stained gray to better incorporate

the new addition into the existing structure. Two (2) different hues of gray will be used to provide
visual interest to the building, highlighting columns and the windows The back of the building will
remain the existing light brown color of brick. All of the façades meet the building material
requirements for Class I materials and color variations.
STORMWATER MANAGEMENT
The applicant will be installing an underground stormwater management system on the western
side of the site underneath the drive aisle and parking stalls to mitigate run-off. A swale will be
installed on the east side of the site to improve drainage and enhance landscaping.
STAFF RECOMMENDATION
Staff recommends approval of the following request:
• Site Plan Review on 3.24 acres
• PUD Concept Review on 3.24 acres
• PUD District Amendment with waivers for 3.24 acres
This recommendation is based on the plans dated May 2, 2022, staff report dated June 13, 2022, and
the following conditions:
1. Prior to land alteration permit issuance, the applicant shall:
A. Submit detailed storm water runoff, wetland, utility, and erosion control plans for
review and approval by the City Engineer.
B. Submit a landscaping letter of credit or escrow surety equivalent to 150% of the
cost of the required landscaping.
C. Obtain and provide documentation of Watershed District approval.
D. Notify the City and Watershed District 48 hours in advance of grading.
E. Install erosion control at the grading limits of the property for review and
approval by the City.
2. The following waivers have been granted through the PUD District Review for the project as
indicated in the plans dated May 2, 2022.

Dear Planning Staff,
Tricam Industries at 7677 Equitable Drive is proposing to expand their existing
office space to meet the demand of their growth. All work is to be contained on
their current site (and easements) and will not effect the uses on the site or the
zoning (I-2 Industrial Park). The proposed project has a site disturbance of 19,801sf
and will bring the FAR of the project from .24 to .258. The future land use for this
site is to remain office and warehouse which are the current uses on the site. The
following is a synopsis of the proposed scope of work.
A 2,615 sf addition is proposed along the southwest corner of the existing building.
There is currently a triangular space area between the building and existing
parking field that contains an underutilized patio. This plan proposes to replace
said patio with the building addition. This addition will serve as the new main
entrance to the building for both employees and guests. The addition will feature a
contemporary façade of brick and glass with accents of ACM panels (prefinished
aluminum) and composite wood. Along with the addition, we are using this as an
opportunity to change the color palette for the existing building as well. This will
be accomplished through the use of two stain colors for the existing brick cladding.

This project with include the addition of an underground stormwater storage
system to help mitigate runoff. This system will be located along the west property
line as well as a new at-grade overhead door. The at-grade overhead door will be
used for small scale parcel pick-up and delivery. Vehicle use will be infrequent and
limited to delivery vans. The project will also address some areas on the east side of
the site that need additional drainage during large rain events. This area will get
extensive landscaping featuring enhanced planting, stone mulch, gabion walls and
a walking path to connect the remaining patio to the parking lot. These same
landscape features will be carried through to the front of the building to create a
stunning entry sequence. Through a separate signage permit, we are looking to
remedy the existing monument signs placement and locate a replacement
monument sign fully behind the setback line.
Part of the request of this project is for a PUD Waiver for the parking requirement
on this site. We are proposing that the ordinance calculated 79 stalls be reduced to
54 parking stalls. Based on historical use of this property as well as accounting for
the new growth, the owner is confident that the lower parking ratio will serve their
needs.
Interior to the building there will be a number of changes. The building addition
will be an expansion of the current office space. It will be a mix of open office
environments as well as private office, meeting areas and support spaces. In
addition, this project will repurpose a small portion of the existing warehouse for
upgraded restrooms, workout facility and meeting rooms. This project will allow
Tricam Industries to continue their growth while providing their employees with a
first rate workplace.
Construction is to take place as soon as possible with late spring 2022 being the
target. The addition, sitework and warehouse conversion will be the first phase.
The second phase will commence immediately after and remodel the existing office
areas.

PROJECT NARRATIVE
Tricam Industries at 7677 Equitable Drive is proposing to expand their existing office space to meet the demand of their
growth. Their existing building is 33,681 sf of office and warehouse. Of that, 6,400 sf is office with the remainder being
warehouse. This project proposes to build a 2,615 sf addition to the southwest of the building in place of an underutilize
patio. In addition, 4,900 sf of the existing warehouse will be converted to office.
This project proposes to maintain the existing zoning and uses on the site and will not impact adjacent properties. The
scope of the site work is to include reworking of some parking to allow compliant accessible parking and add some
parking stalls where possible. In addition some additional stalls will be striped at the rear of the building for overflow
parking. With the new building areas and distribution of use, the required parking count is 79 stalls. This project is
proposing to have 15% (12) of those stalls be accounted for as Proof of Parking with the remaining 67 required stalls
being shown on the new site plan.
The proposed project has a site disturbance of 19,801sf and will bring the FAR of the project from .24 to .258. Site
improvements include the addition of an underground stormwater infiltration system, added internal sidewalks, improved
drainage to the east property line and enhanced landscaping. No new site lights are proposed with this scope of work.
Under separate permits, the existing monument sign will get a facelift to match the styling of the building. The building
itself will also get an 80 sf or less wall sign mounted to the new addition portion of the building.
Construction is to take place as soon as possible with late spring 2022 being the target. The addition, sitework and
warehouse conversion will be the first phase. The second phase will commence immediately after and remodel the
existing office areas.

Introduction
Tricam Industries is an Eden Prairie based company that specializes in the design, engineering, marketing and
manufacturing of hardlines products. That includes products such as stools, ladder, garden carts, and cargo
management solutions that are carried at national retail chains.
Tricam is proposing to construct a 2,625 sf addition to the existing 33,681 sf building to expand the office area
of their facility.
The scope of this project will also include the addition of an underground stormwater storage and infiltration
system, enhanced landscaping and a new overhead delivery door.

The existing 3.25 acre lot is to remain generally the same with a
shared access drive on the west property line and the bulk of the
employee parking on the south side of the lot near the main entry.
Overflow parking is located on the west side of the property and a
recessed truck court is on the north portion of the lot.
Additional office space is needed adjacent to the existing office
area which is in the southeast corner of the lot. The existing front
patio has been identified as underutilized and the best location for
the addition.
Current zoning of I2 will remain and the uses align with approved
uses for this district.

The proposed 2,625 sf addition will be located where the current
front patio is sited. The addition will serve as the new main
entrance for the building. This location will position the new uses
directly adjacent to the existing office areas. It will also make the
building entrance more centrally located in the parking field.
Three parking stalls are to be added along Equitable Drive to
account for the stalls lost due to the addition of the overhead
door (small parcel delivery) and its associated access drive on
the west side of the building.
Accessible parking stalls will be expanded in quantity and
regraded to meet code requirements
Grading is to remain with an underground stormwater storage
and infiltration structure added to the west property line to
control runoff and improve water quality.

Landscape requirements are met with 18 more trees than
required as well as extensive landscaping along the east and
south facades of the building. The existing berm along Equitable
Drive is to remain.

Proposed PUD Waiver of Parking Count
The proposed 13,380 sf of office space and 22,924 sf of
warehouse equate to 79 required parking stalls per the zoning
ordinance. We are requesting a reduction in the total required
parking count to 54 stalls.
The maximum future state of office employees is 47 based on the
current layout. In addition, they will have 5 warehouse staff in the
building. Maximum shift, Tricam can have 52 staff in the building.
With the pandemic as a driving force, Tricam’s office staff work in
a hybrid environment which reduces the total number of
employees who are in the office at any given time and thus
reduce the need for additional parking.
Based on this information, Tricam management is confident that
54 parking stalls will adequately serve the needs of their staff and
guests.
It is our request to reduce the PUD mandated parking count to 54
stalls to better align with the business needs of this company.

Proposed Building Addition
The existing building is a two tone brown brick façade with glass. In this project we are proposing to stain the
existing brick from brown to gray to match the styling of the addition and Tricam. The stain is to be a semi-opaque
Medium Gray and Charcoal Gray
The addition is to be a single story with a total height of 22’ which is between the existing office height of 16’-5” and
the warehouse height of 27’-4”. This height allows for parapets that will conceal roof mounted mechanical
equipment when viewed from the public way.
Additional modifications to the building include adding a couple windows to the west face of the existing building as
well as a new overhead door to the northwest corner of the building. The new
door will be used for smaller scale deliveries from vans and light trucks. The new door
will not accommodate semi truck traffic.
