ROLL CALL Chair Colliton called the meeting to order at 7:03 p.m. Members present included Deborah Barkley, Lori Peterson-Benike, Kathie Case, Timothy Colliton, Jan Mosman, and James Wilson. Student Representative Mark Perry was also present. Staff present included John Gertz, Historic Preservation Specialist, and Rebecca Belz, Recording Secretary. II. APPROVAL OF AGENDA Chair Colliton asked for changes or additions to the agenda. Hearing none, James Wilson moved, seconded by Jan Mosman, to accept the agenda as presented. Motion carried unanimously. III. APPROVAL OF JUNE 21, 1999 MINUTES Chair Colliton asked for discussion and approval of the minutes of the June 21, 1999 meeting of the Heritage Preservation Commission. Changes requested included: To correct the spelling of Historical Society member Reuel Long’s name throughout the document. With no other changes, Kathie Case moved, seconded by Lori Peterson-Benike, to approve the minutes of the June 21, 1999 meeting of the Heritage Preservation Commission as corrected. Motion carried unanimously. HERITAGE PRESERVATION COMMISSION July 19, 1999 Page 2 IV. REPORTS AND REQUESTS V. REPORTS OF COMMISSION AND STAFF A. Healy Block Historical Tour: Chair Colliton reported that the Preservation Alliance of Minnesota is sponsoring a tour of houses on the Healy Block in Minneapolis. Participants are requested to meet at a tent at 3044 3rd Avenue in Minneapolis prior to 2:00 p.m. on July 25, 1999. A tour fee of $10 will be charged for Preservation Alliance members and $30 for non- members. The $30 fee also buys a membership for the Preservation Alliance. VI. OLD BUSINESS Request from Mark Pierce to Purchase J.R. Cummins Homestead Prints at a Discount: Mr. Gertz distributed information that Commissioner Wilson had gathered regarding the late artist Les Kouba. Commissioner Mosman reported that she was unable to contact her relative who is involved in art dealing and had nothing to report. Commissioner Case reported having spoken with someone who works at a local retail art store. The contact said that though she personally did not know the value of the prints, they will continue to increase in value. She suggested holding them. Commissioner Case suggested that the City offer as many as 100 of the remaining J.R. Cummins Homestead Prints for sale and save the rest for 10 years for re-release. She thought the 100 could be for sale at the originally set price of $100 each. Discussion ensued regarding what commission initiated the sale of the prints and the process in changing the practice. They unanimously decided to again deny Mark Pierce’s request to purchase the prints at a discounted price. They also agreed to request that City Council discontinue selling art to dealers. Lori Peterson-Benike moved, seconded by Kathie Case, to deny Mark Pierce’s request to purchase the J.R. Cummins Homestead prints at a discount. Motion carried unanimously. Jan Mosman moved, seconded by James Wilson, to recommend to City council to discontinue selling limited edition Les Kouba Prints to art dealers at a discounted price. Motion carried unanimously. In closing, the Commission agreed to investigate value and appreciation of the prints. Once that information has been obtained and discussed, the Commission will make a further recommendation to Council regarding handling. HERITAGE PRESERVATION COMMISSION July 19, 1999 Page 3 B. Certified Local Government Grant Update: Mr. Gertz reported that Mr. Maravelas has been working on the project, however, has requested a one month extension. SHPO has approved a 30-day extension. Mr. Maravelas will deliver drafts of the application by the next meeting and to SHPO. The final drafts will then be out by the end of August. C. Sunbonnet Day Update: Mr. Gertz reported that planning for this annual event is on schedule. He reported that the Boy Scouts will not be handling concessions this year so volunteers will be needed. Sandy Werts is handling the details since Tria Mann is out on Personal Leave. The Commission suggested contacting caterers and professional food handlers to which Mr. Gertz responded that they would not accept the job because they require numbers, etc. Commissioner Case offered to contact a local Methodist church group who provides concessions for the 4th of July celebrations to see if they would be interested in operating concessions for Sunbonnet Day. Discussion continued regarding the events of the day. Some suggestions offered by the Commission included: • To increase the number of cakes for the cake walk. • To inquire with local grocers regarding special prices or donations of cakes. • To inquire about a pie eating contest and to contact Baker’s Square for a possible donation. • To rent and operate a dunk tank. D. J.R. Cummins Homestead Fencing Update: Mr. Gertz noted the quotes received from two wood fence builders as well as the quote from a woven wire fence manufacturer. The Commission discussed the fencing topic at length including the pro’s and con’s of each option, materials to be used in construction and installation, aesthetics, and historical accuracy of each. The Commission ultimately decided that additional cost and construction information was needed regarding the woven wire fencing. Additional time to think and weigh options was also needed. Mr. Gertz suggested forming a subcommittee to further discuss the topic. Commissioners Peterson-Benike, Wilson, and Mosman volunteered to form a subcommittee. With further discussion, the Commission agreed to call a special meeting Monday July 26, 1999 at the J. R. Cummins Homestead to further discuss this topic and to make a decision. It was explained that a decision would be needed at that meeting so a HERITAGE PRESERVATION COMMISSION July 19, 1999 Page 4 recommendation could be compiled for the City Council’s first meeting in August. With Council’s approval, the fence could be installed by Sunbonnet Day. E. Miller Spring Update: Mr. Gertz reported that the surcharge material had been deposited and will remain on site for two months. After that time, the new spring tank will be brought in. Mr. Gertz further noted that landscaping would likely begin next year. VII. NEW BUSINESS A. State Capital Projects Grant-in-Aid Project Grant for the Glen Lake Children’s Camp: Mr. Gertz reported that he is currently working on the application, which is due August 13, 1999. Mr. Ed Stracke of the Camp is expected to add input regarding the application but is behind in his own schedule. Mr. Gertz reported that if no information is received from Mr. Stracke, he would apply for roofing. Mr. Gertz explained that the application would go through a qualifying review process initially. Then, final applications would be due in October. B. Barney Property Demolition: Mr. Gertz reported that a member of City Staff was informed that the owners of the Barney Property may file for demolition permits. He explained that it would be important to monitor this because of the possible burial site on the property. He reminded the Commission of the State Archaeologist’s findings and recommendation that if the ground would be disturbed in any way, the State Archaeologist would need to be notified to monitor the process. The Commission noted the desire to save part of the barn material because the wood was originally used on the Hennepin Hotel. Mr. Gertz will talk with the Building Inspection Department prior to his vacation to alert them of the situation. He will clarify that any demolition will need to be coordinated with the State Archaeologist, Mark Dudsik Mr. Gertz also reported to the Commission that Mr. DeVetter would be developing a new railing for the original bleachers at the Consolidated School Gymnasium. He explained that codes prohibit authentic railing due to the dangers associated. Mr. DeVetter is developing a type of mesh that will keep individuals safe from falling through yet will not prohibit vision. HERITAGE PRESERVATION COMMISSION July 19, 1999 Page 5 Mr. Gertz also reported that he has tried to contact the owner of the Anderson School property to review it as discussed at the last meeting, however, the owner had not returned his phone messages. Mr. Gertz will continue to try to contact the owner. VIII. ADJOURNMENT Having no other business to come before the Commission, James Wilson moved, seconded by Lori Peterson-Benike, to adjourn the meeting at 9:05 p.m. Motion carried unanimously.
