The property is 55 acres and it is located on Beach Road east of Highway 494 and south of Highway 62. The addition will be on the west side of the existing middle school classroom and cafeteria, which is the second building in from the north. The addition will include a cafeteria and full kitchen on the first floor and classrooms on the second floor. Staff recommends approval. MOTION 1: Move to close the public hearing. VARIANCE #2019-01 Location: 15363 Mason’s Point Request to: • Permit a retaining wall and land alteration 82 feet from the Ordinary High Water Level from Red Rock Lake. City Code requires a 100-foot setback • Permit land alteration and vegetation alterations within the shore impact zone PLANNING COMMISSION MINUTES March 25, 2019 Page 2 Jake Schneider, of Schneider’s Lawn N Landscape, displayed a PowerPoint and explained the application. He introduced Ron Vickery with Vickery Engineering. Schneider displayed photographs of the overgrowth, the staircase, the retaining wall, the distance from it and the deck footings, and showed the project schedule. Phase I would create access to the site, remove trees and overgrowth, install approved vegetation, and create a watering schedule. Phase II would remove the current retaining wall and install the approved retaining wall. He displayed a diagram of the proposed location of the silt fence and bio logs, the plant design for creating a root structure for the hill, and a spreadsheet of the native plants to be installed. Mette asked for an explanation of “bio log.” Schneider replied they could be filled with Styrofoam or a mulch product that was staked into the ground to prevent erosion into the lake. DeSanctis noted a small dock on the Google earth image and asked if this project would impact that; Schneider replied it would not impact the dock and it would not in fact be used during this project. DeSanctis asked if there was a 10 foot easement along the shore of Red Rock that was owned by the City. Bourne replied there was a small easement on the eastern half as part of the Red Rock Conservation Area, but other parcels on the lake did own up to the lake shore and allowed docks. Klima presented the staff report. The applicant was seeking two variance requests: the construction of a retaining wall within the setback and to allow alteration of the vegetation within the shore impact zone, which was the first 50 feet of shore. The request was in conformance with the criteria of City code and statute. Conditions of approval included measures to prevent erosion. Staff recommended approval of the project. Pieper asked if the homeowner had stated any concerns with what the City required. Klima replied the homeowner and applicant worked closely with staff and there were no concerns. Mette asked what triggered the variance. Klima replied the variance was required since this construction and land alteration would take place within the shore impact zone, Mette asked if the existing retaining wall was nonconforming, and Klima replied it was in fact nonconforming but was consistent with those on neighboring properties. Villarreal asked if there was a water exemption for the watering schedule newly planted materials. Klima replied there was one. MOTION: Villarreal moved, seconded by Kirk to close the public hearing. MOTION CARRIED 7-0. Mette asked if the silt fence was temporary or permanent. Schneider replied the fence was temporary and would remain until the plants established roots, approximately one year. PLANNING COMMISSION MINUTES March 25, 2019 Page 3 DeSanctis noted a copy of the variance was sent to the Department of Natural Resources (DNR) and no comments were received. Klima replied the submission was a routine matter and a tracking mechanism; the DNR very rarely comments, but it wished to be notified. Staff would also notify the DNR of this meeting’s outcome. Kirk asked staff to comment on the vegetation plan. Bourne replied this project offered a good variety of native and naturalized plants with deep root systems. Kirk asked if trees of interest or significance would be impacted. Bourne replied staff would work with the homeowner to save beneficial trees. Mette asked if any trees removed would be replaced. Bourne replied a variety of plant material would replace any impacted trees. MOTION: Farr moved, seconded by Kirk to recommend approval of the variance 2019-01 based on the staff report dated March 20, 2019 and plans stamp-dated February 11, 2019. MOTION CARRIED 7-0. F. Chair Farr adjourned the meeting at 7:16 p.m. International School of Minnesota Location of proposed addition STAFF REPORT TO: Planning Commission FROM: Beth Novak-Krebs, Senior Planner DATE: April 4, 2019 SUBJECT: Cafeteria and Classroom Addition and Renovations LOCATION: 6385 Beach Road ZONING: Public and Rural REQUEST: • Planned Unit Development Concept Review on approximately 55 acres • Planned Unit Development District Review on approximately 55 acres • Site Plan Review on approximately 55 acres BACKGROUND The applicant is requesting approval to construct a 5,742 square foot cafeteria and classroom addition onto the west side of the existing middle school classroom building. The 55-acre property is located at 6385 Beach Road, which is east of Highway 494 and south of Highway 62. The International School campus includes an administration and classroom building, a residence hall, a middle school classroom building and cafeteria, an ECE classroom and administration building, an auditorium, and a gym and pool. The buildings step down the slope toward the lake. There is a wetland on the west side of the property creating a buffer between the school and the residents along Beach Road. The property has frontage on Bryant Lake. The proposed addition includes a new dining area and full service kitchen on the first floor and a new high tech physics lab and classroom, a biology lab and classroom and a small office space on the second floor. A trash room will be constructed on the first floor so that all trash and recycling will be inside the building. Staff Report – International School of Minnesota April 4, 2019 Page 2 2 Location of proposed addition Proposed 5,742 square foot addition The property is guided Public and zoned Public and Rural. The proposed project does not require changes to either the guiding or zoning. SITE PLAN The proposed cafeteria and classroom addition is located on the west end of the existing cafeteria and middle school classroom building. The existing building is built into the slope so one story is visible on the north side and two stories on the south side. The sidewalk from the parking lot to the north side of the building will be relocated. BUILDING ARCHITECTURE AND MATERIALS The architecture of the existing buildings on the campus is very traditional. In an effort to revamp the aesthetics of the campus, the building addition and materials are more modern and reflect current styles. Although the addition is more modern in appearance, it introduces roofline variation and façade articulation and it is consistent with the overall character of the campus. The building materials on the existing buildings include brick and glass with some stucco and is code compliant with regard to building material. The proposed material on the addition includes fiber cement panels, glass and metal. While the addition incorporates a variety of materials that are new to the campus, when reviewing each façade, including the addition and the existing building, is viewed as a whole, all but the west façade are compliant. Staff Report – International School of Minnesota April 4, 2019 Page 3 3 PLANNED UNIT DEVELOPMENT WAIVERS The purpose of a Planned Unit Development (PUD) as stated in the City Code is to provide for a more creative and efficient approach to the use of land within the City; to allow variety in the types of environment available to people and distribution of overall density of population and intensity of land use where desirable and feasible; and provide for greater creativity and flexibility in environmental design. As a part of the PUD process, the applicant is seeking waivers to City Code requirements as outlined below. 1. Building Material. In the Public Zoning District, City Code requires a minimum of 75% of each façade of the exterior building finish to consist of at least three contrasting yet complimentary Class I materials such as glass, brick, and stone with one color variation. The brick and glass on the existing building facades far exceed the 75% Class I material requirement. The only façade that does not comply with the building material standards is the west façade, which is only 47% Class I material and the applicant has requested a waiver. Although the west façade does not meet the standard, adding brick or stone to the proposed façade could detract from the modern expression of the addition, the west façade is not visible from the road or adjacent land uses, and the campus as a whole meets and exceeds the building material requirements overall. TREE REPLACEMENT AND LANDSCAPE PLAN No trees will be lost as a result of the construction of the addition. The project requires 18 caliper inches for landscaping. As proposed, the landscape plan meets and exceeds the requirements. The Rendering of Proposed Building Addition Staff Report – International School of Minnesota April 4, 2019 Page 4 4 applicant is proposing to add several canopy and evergreen trees, shrubs, native grasses and a wildflower bed. CONSTRUCTION SCHEDULE The applicant intends to complete construction of the addition before the next school year begins. In order to meet this construction schedule, the applicant will be requesting that the Council approve an Early Footing and Foundation Permit and an early Land Alteration Permit at the 1st reading. DRAINAGE The project requires the disturbance of less than 1 acre. The Nine Mile Creek Watershed District has reviewed and approved a plan addressing the District requirements for stormwater management. SUNSTAINABILTY FEATURES As part of a new healthy building initiative, the International School is including sustainable features in this project and all projects moving forward. The features include the following: • LED light fixtures • Tunable and dimmable fixtures, enhancing the occupants Circadian rhythms and their role in childhood learning • Enhance acoustics • Use of materials with high recycled content • Use of bicycle racks • Use of operable windows for enhance ventilation • No VOC materials • Use of NAUF (no added urea formaldehyde) doors and windows • Use of native landscaping STAFF RECOMMENDATION Recommend approval of the following request: • Planned Unit Development Concept Review on approximately 55 acres • Planned Unit Development District Review on approximately 55 acres • Site Plan Review on approximately 55 acres This is based on plans stamp dated March 22, 2019, and staff report dated April 4, 2019. 1. Prior to the 1st reading before the City Council, the applicant shall: A. Revise the Existing Parcel Summary to include the total square footage of the all of the buildings on the campus, the total square footage of the addition, and the total square footage of the building to which the addition is being attached. B. Revise the Landscape Plan to include the approximate quantity of hydrangeas and little bluestem. Staff Report – International School of Minnesota April 4, 2019 Page 5 5 C. Revise the spacing of the Sugar Maples on the Landscape Plan. These trees should be at least 30 feet apart and as far from the existing utilities as possible. 2. Prior to land alteration permit issuance, the applicant shall: A. Submit a landscaping letter of credit, or escrow surety equivalent to 150% of the cost of the landscaping. B. Obtain and provide documentation of Watershed District approval. C. Notify the City and Watershed District 48 hours in advance of grading. D. Install erosion control at the grading limits of the property for review and approval by the City. 3. The following waivers have been granted through the PUD District Review for the project as indicated in the plans stamp dated March 22, 2019. A. Building Material.
